Joe is a law enforcement professional with more than 30 years of experience, and a talent for administration, compliance, and evaluation. With his attention to detail and acumen in public safety policy, Joe has served law enforcement in a myriad of roles. Serving as a Police Captain in Weymouth for over a decade, Joe was an instructor at the police academy and shared his expertise as a consultant for statewide bodies. Joe’s dedication is comprehensive, and he leverages his transformational leadership style to foster trust and transparency within the community. Capital Strategic Solutions is looking forward to sharing Joe’s experience with the communities we serve.
Joe’s most recent work has been for the Massachusetts Police Accreditation Commission as an Assessment Compliance Manager. His experience with accreditation and assessment started during his time in Weymouth and has only grown over time. As an Assessment Compliance Manager, Joe takes in an abundant amount of data, reports, and assessments, applies the regulatory standards and submits his findings to the larger commission. This combines his meticulous eye with his understanding of big picture policy procedures.
Joe brings a depth of experience in law enforcement and public safety that will be invaluable to the communities we serve. Joe’s track record of excellence in administration, compliance, and policy development is matched only by his passion for improving the quality of life in every community he touches. As a leader in law enforcement, Joe has an exceptional administrative capacity and intuition. Joe has overseen a variety of projects in a myriad of roles. He’s acted as a records custodian, purchasing officer, and public information officer. His experience with grants, assessment management, and capital management makes him practical and responsive to evolving circumstances. Joe was heavily involved in a large radio infrastructure project that updated the community’s communication design. Joe oversaw the funding, execution, and reporting for the funds associated with that project. Joe also acquired a grant from the First Responder Naloxone Grant and was able to organize speakers, demonstrations, and presentations to educate the community about the Opioid Crisis. This proactive planning not only forged connections with the community but took a preventative approach to a complex issue.
I’m excited to be joining the team at CSS and look forward to sharing my insights with more communities. Law enforcement is a difficult field that requires you to have integrity as you’re in a position of power. Working with the public forces you to combine your experience, policy knowledge, and compassion for the less fortunate to support the community during strenuous times. Administration, compliance, and evaluation have always been my strengths, and I know communities everywhere need this kind of support.
Joe has also supplemented his experience with countless certifications and training. He holds a master’s in criminal justice from Anna Maria College. He also received the FBI-LEEDA trilogy Award for completion of the Command and Executive leadership programming at the FBI-LEEDA Supervisor Leadership Insititute. Early in his career he received the Robert P Dana recognition by the Norfolk County District Attorney’s office, Quincy District Court for going above and beyond the call of duty during a critical incident. With certifications in everything from Public Contracting to Media and Public Relations, and Budget training to Policy Development, Joe is always looking to advance his wealth of knowledge for the betterment of his service.
