Project Management & Oversight

Project management and oversight is the continuous review and evaluation of processes to ensure compliance with statutory, administrative, and regulatory requirements.

Our team has over 20 years of experience in project management and oversite focusing on community investments, such as:

  • Capital Improvements
  • Community Development
  • Fire and Emergency Management
  • Infrastructure Improvement Project Review and Oversight
  • Public Safety Initiatives

Our Project Managers oversee municipal projects and follow guidelines established by local officials. Together, our professional staff members evaluate all aspects of the project to ensure technical capacity and capability prior to implementation. They also monitor projects to determine whether they are progressing on time, within budget, and in accordance with the approved scope of work outlined in the plans and specifications.

Oversight begins early in project implementation; our team performs project evaluations and provides their professional opinion regarding the capacity and capability of implementation, management, and completion of the project. We evaluate the project risk factors and mitigation measures that may be implemented to ensure the project’s successful completion.

We streamline processes and procedures to effectively manage and deliver the benefit of the project on time, within budget, and in compliance with all applicable local, state, and federal requirements and plans and specifications. Our oversight procedures provide consistent guidance, review of the entire process, deliverables, and reporting requirements. Our team has experience in evaluating costs and measuring performance through proven cost analysis techniques, where variances are identified, reported on and recovery action plans are developed. Through their extensive experience, our project managers can implement methods, policies, and procedures for developing and updating reasonable and realistic project cost estimates and schedules along with the ability to identify, analyze, manage, and mitigate project risk from scope, schedule and cost.

Project Example: Downtown Clinton Revitalization Project, Town of Clinton

The Downtown Clinton Revitalization Program includes streetscape and transportation improvements in support of commerce, investment, community pride, and the quality of life that we are all able to enjoy in Clinton. Funding for the reconstruction of High and Church Streets is provided by the Town’s Infrastructure Stabilization Fund, and by a $1.5 million grant from the Commonwealth of Massachusetts Massworks Infrastructure Program, which targets infrastructure projects that support housing production, spur private development, and create jobs. Total project cost is approximately $4.5 million.

We brought Capital Strategic Solutions into our downtown project to ensure that two-way communication with all stakeholders – businesses, residents, and citizens alike – would be seamless. They have surpassed our expectations and created a social media presence for us that we did not anticipate. When construction went into hibernation for the winter, we pivoted. We used that media presence to highlight local business people – not their businesses, per se, but the people and their individual, special stories. The community response has been overwhelming. CSS has done an excellent job of capturing and disseminating these stories.
