With over forty years of experience in municipal government, Bill is a master of strategic planning and has the leadership and management experience to tackle any issue in any community.

Most recently, Bill served as the Town Manager of Foxborough, and prior to that tenure worked as the Town Manager of Dedham. Using his astute financial insight, Bill was able to achieve and maintain a Triple A Bond Rating from Standard and Poor’s for both communities. This achievement has allowed those communities to borrow money at the most favorable rates, potentially saving the towns millions of dollars in borrowing costs.

Bill understands that nothing in government is ever done alone, and that success is best when it is shared. That mindset allows him to develop thoughtful relationships with community members and stakeholders that are built on trust, transparency and communication. His eye for long term planning makes him especially adept at executing financially complex projects.

Bill has served as the President of both the Massachusetts Municipal Manager’s Association (MMMA) and the Massachusetts Municipal Personnel Association (now MMHR). His insight and professional experience were key to contributing to the success and advancement of municipalities across the Commonwealth.

In 2015, Bill was appointed to the Board of Directors for the Massachusetts Inter-local Insurance Agency (MIIA); an organization that insures more than 250 municipal cities and towns in Massachusetts. Bill also served as Chairman of the Southeastern Massachusetts Regional Emergency Communications Center (SEMRECC) since its inception in 2017. The Center is a nationally acclaimed 911 call center by the ICMA for the towns of Foxborough, Mansfield, Easton and Norton.

Over the years Bill has been appointed by three different Governors- Mitt Romney, Jane Swift, and the late Paul Cellucci- to serve as a member of the Local Government Advisory Committee (LGAC) in Massachusetts. This Committee has served as a critical link between state and local government and meets monthly with the Governor or Lieutenant Governor and the Administration’s Secretaries to promote funding and policy improvements for local government.

Throughout his career, Bill has been a huge promoter of training and development of workforces with a particular emphasis on building leadership skills and training the next generation of government and business leaders.

Bill is also a senior advisor to the Public Sector Consortium in Cambridge MA, an institution that has established itself as a pillar of knowledge for those in the public sector. His knowledge was also well served in the Town of Exeter, New Hampshire, where he completed a management and reorganization study and continues to train and coach the Town’s Administration. Bill has also assisted the City of Pawtucket Rhode Island, recently serving as the Acting Commerce Director and Acting Human Resources Director to Mayor Grebien.

Along with his extensive experience in the field, Bill holds a master’s degree in Regional Planning from UMass Amherst. He’s also been a credentialed manager of the International City/County Management Association (ICMA) for well over a decade, and in 2023 was honored with the Life Membership of the ICMA for his 40 years of service with the organization. In 2012, Bill was named Businessperson of the Year by the Neponset Valley Chamber of Commerce for his work in the Legacy Place development, and the Redevelopment project of Dedham Square.
