Lead and Copper Service Line Inventory

Capital Strategic Solutions (CSS), in partnership with BETA Group, provided specialized consulting services to the Town of Holbrook Massachusetts. CSS Provided grant management, reporting, and public infrastructure support for the Drinking Water State Revolving Fund Lead Service Line (LSL) program. CSS provided grant application support and responded to MassDEP inquiries on behalf of the Town.

Our strategy included:

  • Providing grant application support of the LSL Inventory grant application in accordance with EPA and MassDEP guidelines
  • Reviewing water system data, records, and historical documentation to prioritize areas affected by pre-1986 lead service materials
  • Compiling and digitizing up to 4,000 tie cards in an Excel-based inventory documenting service line materials using MassDEP templates
  • Developed and distributed 3k+ stakeholder notifications regarding regarding the LSL inventory and the health related impacts that lead in drinking water
  • Monitoring and engaging with Town of Holbrook water customers via email; and a water quality hotline responding to inquiries regarding the Lead and Copper Rule and scheduling inspections as needed
  • Provide guidance on how to complete the online survey, as well as assist customers in the collection of data related to their water service and provide support in scheduling inspections
  • Inspecting and surveying service lines for material confirmation and for completion of the LSL inventory
