With Town employees sometimes working remotely outside of Massachusetts, Nantucket required a comprehensive framework to address varying state tax laws, labor regulations, and reporting requirements. CSS partnered closely with the Treasury and Finance team to design and implement a structured, scalable approach to multi-state payroll compliance, initially supporting Maine, Illinois, Virginia, and Rhode Island, with flexibility to expand as additional states are added.
A Structured, Municipal-Focused Approach
CSS’s engagement focused on building long-term systems rather than short-term fixes. Services included a comprehensive compliance assessment of existing payroll processes, guidance on state employer registration and account setup, and the development of step-by-step protocols. Special attention was given to municipal-specific exemptions, required workplace notices, and the coordination of federal FMLA with state-based PFML and leave programs.
