The Town of Millbury is seeking highly qualified candidates for the position of Director of Planning and Development. While the Director works with the Planning Board on day-to-day tasks and project reviews, the administrative and direct reporting relationship is with the Town Manager.

About the Role

Develops sound approaches to growth & development; performs complex planning, administrative and supervisory work for the town; assesses proposals for land use development, community housing strategies & zoning bylaw changes; develops and implements long range planning initiatives; reviews & evaluates development proposals; provides staff support and technical assistance to the Planning Board and other town board/commissions as needed; seeks & prepares grant applications and administers grant funded-projects; works with key stakeholders to promote economic development opportunities for the town; prepares and manages the annual operating budget of the Department of Planning & Development in conformity with all applicable laws and budget preparation requirements of the Town Manager.

Assists in the development and implementation of energy reduction, utility, housing, transportation, or other plans, regulations, and suggested bylaws to meet the Town of Millbury’s needs and any intergovernmental agreements or requirements.

Keeps informed of proposed and promulgated changes to federal and state laws that may have impacts on the Town of Millbury’s land use and growth management, environmental protection, transportation system, and zoning bylaw and subdivision control regulations.

Evaluates environmental information and recommends mitigation measures to reduce adverse impacts of development.

Assists in designs for parks, streetscapes, landscapes and other municipal projects.
Qualifications and Requirement
Bachelor’s degree in urban planning, public administration, or related field & three to five years’ experience in a related field or equivalent combination of education & experience in municipal planning. Master’s degree & AICP certification preferred. All applicants must be able to pass a criminal background/CORI check
