Capital Strategic Solutions Senior Project Manager John DeLuca has just wrapped up an extensive project serving the Town of Holbrook, Massachusetts, as Interim Department of Public Works Superintendent. Like many communities, the Town of Holbrook was facing multiple vacancies and was in need of executive leadership. John was able to step in and provide much needed oversight for this department in transition.
Since April 2024, John has led the department to provide continuity of services and completion of ongoing and emergent projects. This included a Massachusetts Water Resources Authority-funded I&I (inflow and infiltration) study, the completion of the town’s new 250,000-gallon water tank, and the Lead Service Line Inventory to meet the requirements for the EPA’s new Lead and Copper Rule. None of these projects could be put on hold while the town searched for a new superintendent. John was able to jump into these projects, understand the requirements, and lead the team through a complex regulatory process.

In addition, John shared his expertise in selecting a candidate for the position, executed an asset management evaluation, prepared the FY 2026 Budget and Capital Plan, and led the department through collective bargaining agreements. John was able to maintain and improve workflow for the Snow and Ice program, signing all town plowing contractors, and ensuring adequate staffing for each route. Under John’s leadership, the DPW was able to support other town departments, including purchasing a 14-passenger handicap vehicle for the Council on Aging. John knows that no department stands alone, and government is at its most effective when each department’s leadership can support each other and the community.
