The Federal Fiscal Year (FFY) 2023 and 2024 Small Cities Community Development Block Grant (CDBG) application cycle is now open and will close at 5:00 p.m. EDT on May 16, 2025. Administered through FloridaCommerce and funded by the U.S. Department of Housing and Urban Development (HUD), this competitive grant program helps small cities and rural communities in Florida address critical housing, infrastructure, economic development, and revitalization needs. 

Eligible Funding Categories

  • Neighborhood Revitalization 
  • Housing Rehabilitation 
  • Commercial Revitalization 
  • Economic Development (for job creation/retention activities) 

Eligible Applicants

Non-entitlement units of local government are eligible, including: 

  • Cities with fewer than 50,000 residents (non-entitlement communities) 
  • Counties with fewer than 200,000 residents 
  • Cities that have opted out of entitlement status 

Communities with open subgrants in Neighborhood Revitalization, Housing Rehabilitation, or Commercial Revitalization may also apply for funding under Economic Development. 

Project Examples

  • Water and sewer improvements 
  • Substandard housing rehabilitation 
  • Street and sidewalk improvements 
  • Downtown façade improvements and streetscaping 
  • Stormwater drainage and flood mitigation projects 
  • Park facilities and community centers 

Important Note: All funded activities must meet a National Objective: 

  • Benefit to low- and moderate-income persons 
  • Elimination of slum or blight 
  • Addressing an urgent need
