Identify your needs and plan now to capitalize on the State of Massachusetts’ 2025 Community Compact Programs. The State recently announced the continuation of this popular program that awards four types of grants to municipalities. Although some deadlines are in early 2025, some submission windows are short. It’s not too early to prioritize needs, collect quotes, and relevant information to be ready to submit the best, most competitive application.

Communities that are now eligible and that did not receive an award in 2024, may apply for the Best Practice Program.  Visit the community-compact-best-practice-areas for examples of how your community can capitalize on this opportunity. Applicants must select Best Practice(s) that are unique and indicate needed areas for improvement. Communities may submit up to two Best Practices and each component must be completed within two years. Applications will be accepted on a rolling basis until dedicated funds are awarded.

The Efficiency & Regionalization Grant Program provides financial support for governmental entities interested in implementing regionalization and other efficiency initiatives that allow for long-term sustainability. Applications will be accepted from September 16, 2024 through October 10, 2024, at noon. See how your community can utilize these funds to enhanced public safety and infrastructure. Eligible projects must be completed within 18 months.

Another avenue to increase your efficiency and simplify residents’ transactions is by applying for the IT Grant Program. The Commonwealth will offer up to $200,000 in support for the implementation of innovative IT projects by funding related one-time capital needs such as technology infrastructure or software. The application submission window is between January 6, 2025 and February 6, 2025, at noon, for applicants who did not receive a 2024 award.  View how other municipalities implemented cost saving programs. Eligible projects must be completed within 18 months.

In 2024, Massachusetts gave out $9 million in grants benefiting 53 communities through the Municipal Fiber Grant Program. It supports the construction or completion of municipal fiber networks while helping to close critical gaps that exist. Eligible applicants—those who did not receive an award in 2024—may receive up to $250,000 per community or $500,000 if multi-jurisdictional with a 5% local match requirement. In-kind services can serve as the match. The application submission window is between March 10, 2025 and April 10, 2025, at noon. Eligible projects must be completed within 18 months.
