Capital Strategic Solutions staff have recently completed initial grant assistance for the Town of Burrillville, RI in support of two significant capital projects. The first is a new Community Center under the Town’s Capital Projects Fund program of the Rhode Island Pandemic Recovery Office (PRO). The second project is a new, reconstructed dam/spillway at Wallum Lake under the Town’s Community Resilience Building (CRB) Fund for the Rhode Island Municipal Resilience Program.

Community Center

The Town proposes building a multi-purpose community center on a town-owned parcel located at 65 Union Ave in the village of Harrisville, RI.  The Town of Burrillville conducted community surveys and reviewed 2020 U.S. census data which identified the need for a local social services network to support Burrillville’s growing low to moderate income population who often struggle with food and housing insecurities as well as having access to transportation, healthcare, internet and recreational activities.

Capital Strategic Solutions assisted the Town in shaping its grant objective to build a community center that will offer residents of all ages and abilities the opportunity to socialize, receive support services, obtain wellness checks, enjoy educational and recreational opportunities while simultaneously unifying residents and fostering a sense of community.

Capital Strategic Solutions and the Town identified that Burrillville is eligible for a minimum of $1.3 million in American Rescue Plan Act (ARPA) funds under the Rhode Island PRO. The final level of funding could be increased in the event that less Rhode Island communities than expected actually apply under this grant program.  Capital Strategic Solutions staff assembled a project timeline/schedule and proposed project budget which were submitted under a Stage 2 grant process to the PRO.

Wallum Lake Dam/Spillway

Capital Strategic Solutions staff has also assisted Burrillville in applying for a $460,000 Community Resilience Building fund project for the Wallum Lake (Zamborano) Dam under the auspices of the Rhode Island Municipal Resilience Program (MRP).

First constructed in 1866, the Wallum Lake Dam is critical to maintaining seasonal water levels on Wallum Lake. The Dam has never had a spillway to help maintain these water levels, requiring the manual operation of the Dam’s gate system, a time-consuming and laborious process.

Under the MRP priorities of redesigning or retrofitting vulnerable infrastructure and providing the community with increased flood protection, the Town proposed a reconstructed dam facility with a new spillway to help maintain seasonal water levels. Capital Strategic Solutions staff were responsible for putting together a proposed project budget and schedule and the CRB grant narrative.
