How Ken Calder supported the Town of Ware’s Department of Public Works through a critical leadership transition.  

When the Town of Ware found itself navigating a leadership transition within its Department of Public Works, the challenge was clear: how to maintain day-to-day operations while also setting the department up for long-term success. From the outset, Ken’s role as Interim Director of Public Works focused on continuity. His priority was simple but essential: keep services running smoothly while giving staff and Town leadership confidence that the department was in capable hands. 

Ken provided hands-on oversight of daily operations, supervised staff, and ensured that projects, maintenance schedules, and service requests continued without interruption. His presence allowed the department to stay focused on its work, rather than the uncertainty that can come with leadership vacancies.

Beyond maintaining day-to-day operations, Ken used the interim period as an opportunity to strengthen the department’s internal structure. He took time to assess existing roles, responsibilities, and reporting relationships, identifying opportunities to improve communication, accountability, and workflow. 

One of Ken’s most impactful contributions was the development and implementation of clear Standard Operating Procedures (SOPs). These SOPs established consistent guidance for daily work functions, service delivery, equipment use, and safety protocols, tools that will continue to support staff long after the interim period ends. 

By addressing both immediate needs and foundational systems, Ken helped ensure that improvements made during his tenure would have a lasting benefit. 

Supporting Staff and Building Trust 

Effective public works leadership depends as much on people as it does on processes. Throughout his time in Ware, Ken emphasized collaboration, transparency, and open communication. He worked closely with Public Works staff to foster a positive, respectful workplace culture and support teamwork during a period of change.

In addition to supporting internal operations, Ken served as a key liaison between the Public Works Department and Town administration. He provided regular updates, shared practical recommendations, and helped align departmental operations with broader community goals and budgetary priorities. 

Ken also assisted the Town, as needed, with the recruitment process for a permanent Director of Public Works, offering insight during candidate evaluations and interviews and helping ensure a smooth transition once a permanent leader is selected.
