Connecticut Opportunities 

CTDOT Kicks Off Bus Stop Enhancement Program 

The Connecticut Department of Transportation (CTDOT) has begun implementing the Bus Stop Enhancement Program. Interested Municipalities are encouraged to apply.  

This program is designed to standardize and upgrade bus stops to improve customer experience, satisfaction, and accessibility. The program is focused on the design and installation of modern bus stop infrastructure, including new amenities, while ensuring full ADA compliance. 

CTDOT has already evaluated eligible bus stops in the state, and prioritized stops by ridership and location. Municipalities are eligible to apply through CTDOT’s Bus Stop Enhancement Application process. 

Approximately $20 million in funding is available to upgrade high ridership bus stops, and a total of 600 bus shelters are expected to be installed by 2029.  

CTDOT is currently in the Pilot Installation phase with the below timeline to follow:  

  • Pilot Installation: Summer-Fall 2025 
  • Phase 1: July 2025 – June 2029 
    Focus: Enhancement of all Type 4 bus stops, with priority toward unsheltered stops and expanding to replace existing shelters that are no longer in good repair.  
  • Phase 2: July 2026 – June 2029 
    Focus: Enhancement of Types 1, 2, and 3 bus stops, including specialty products (real time information signage, solar lighting products, and sign post mounted seating).  
  • Phase 3: July 2027 – June 2029 
    Focus: Community stewardship and art programs that will support the long-term maintenance of enhanced stops.

DEEP Accepting CERCLA 128(a) Brownfield Grant Applications

Until December 5  

The Connecticut Department of Energy and Environmental Protection (DEEP) is currently accepting applications for the third round of the CERCLA 128(a) Brownfield Grant Program. Applications are due by December 5, 2025.   

Funding is provided by the EPA’s supplemental CERCLA grant and is designed to support environmental assessment and cleanup activities on brownfield sites. The intention is to enable the creation, preservation, or addition of park space, greenways, or other publicly accessible recreational space. Applications are also evaluated against DEEP’s mission to conserve, improve, and protect natural resources and environment in Connecticut, and to protect human health through the assessment and cleanup of polluted properties.   

Eligible applicants include municipalities and non-profits. A total of $680,000 is available in program funding; awards up to $250,000 are available for assessment and cleanup.

Federal Opportunities

“There has been a lapse in appropriated federal funds as of October 1, 2025. Grants.gov will still be available, but service may be delayed with reduced Federal support staff presence. For those programs affected by the funding lapse, the Grants.gov system will accept and store applications until such time as the responsible awarding agency has the authority and funding to return to normal business operations.” 

DOI Currently Accepting Applications for Battlefield Interpretation Grant Until November 25  

The Department of the Interior (DOI) National Park Service (NPS) is currently accepting applications for the Battlefield Interpretation Grant. Applications are due November 25, 2025.   

Funding supports the preservation of cultural resources and community-driven stewardship of battlefields and sites of armed conflict. The program provides assistance to projects that modernize and enhance battlefield interpretation and education at Revolutionary War, War of 1812, and Civil War battlefields. Use of technology is encouraged either via videos, mobile apps, interpretive signs, or augmented reality.   

Funding may be used for scoping and implementation activities.   

  • Scoping Grants: may fund project development, research, content creation, stakeholder engagement, audience research, and technical proposals.   
  • Implementation Grants: may fund the implementation of projects that have already completed interdisciplinary scoping.   

Eligible applicants include city or town governments, county governments, state governments, public or private institutions of higher education, non-profits, and Native American tribal organizations or tribal governments.   

A 1:1 match is required. The estimated program funding is $1,000,000. Award amounts vary depending on the type of grant. Scoping grant awards range from $20,000-$50,000 and implementation awards range from $50,000 -$200,000.

EPA Accepting Applications for Solid Waste Infrastructure for Recycling Grants for Tribes and Intertribal Consortia Until December 12  

The Environmental Protection Agency (EPA) is currently accepting applications for the Solid Waste Infrastructure for Recycling (SWIFR) Grant for Tribes and Intertribal Consortia. The application deadline is December 12, 2025.   

Funding supports local waste management authorities by supporting improvements to post-consumer materials management, including recycling programs, and assisting waste management authorities in making improvements to local waste management systems.  

Eligible activities include materials and waste streams that includes solid waste including, plastics, organics, paper, metal, glass, etc., electronic waste, batteries, household hazardous waste, tire scraps, construction and demolition debris, and disaster debris. Materials must be managed through source reduction, reuse, sending to recovery facilities, composting, rendering, anaerobic digestion, and sending to animal feed.  

Program objectives should include:   

  • Develop or update plans focused on encouraging environmentally sound post-consumer materials management such as source reduction   
  • Develop, strengthen, or implement comprehensive data collection efforts   
  • Establish, increase, or expand materials management infrastructure  
  • Establish or identify end-markets for the use of recycled materials  
  • Demonstrate an increase in the diversion recycling rate, or quality of materials collected  

Eligible applicants include Indian tribes as defined in 33 U.S.C. 4201 and section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 5304), and Intertribal consortia, consistent with the requirements in Title 40 of the Code of Federal Regulations Section 35.504(a).  

Award amounts are expected to range from $100,000 to $1,500,000. The total estimated program funding is $20,000,000.

Florida Opportunities

DEP To Open Application for Parks and Open Space Grant November 3 

The Florida Department of Environmental Protection (DEP) Florida Communities Trust (FCT) will begin accepting applications for the Parks and Open Space Grant soon. The Application cycle will open on November 3, 2025, and close on January 19, 2026.  

The Parks and Open Space grant program provides funding for the acquisition of parks, open space, and greenways for outdoor recreation and natural resource protection. Eligible Applicants include local governments, eligible non-profit environmental organizations, and partnerships between local governments and non-profit environmental organizations.  

A total of $6.8 million is available in funding for this application cycle. The program requires a 25% match, unless a community is otherwise exempt.

Massachusetts Opportunities

MassDEP Accepting Applications for Water Quality Monitoring Grant Until November 10  

The Massachusetts Department of Environmental Protection (MassDEP) is currently accepting applications for the Water Quality Monitoring Grant Program. Applications are now due November 10, 2025.  

Funding supports ongoing or new monitoring and data collection efforts to increase the amount of external data MassDEP uses for water quality assessments. Supported initiatives include:  

  • Direct monitoring of rivers, streams, lakes, ponds, and estuaries (surface waters) through field and laboratory work 
  • Associated capacity-building actions (including, but not limited to training and outreach) that improve the organization’s ability to monitor surface waters through field and laboratory work 
  • Developing regional and long-term monitoring programs and network 

Eligible Entities include state or federally recognized Tribal Nations within the Commonwealth, non-profit organizations such as watershed groups, lake and pond associations, and other non-profits with the ability to conduct monitoring activities. Coalitions and partnerships will be given priority. Academic institutions and municipalities are not eligible for this SFY2026 grant program. 

An estimated $200,000 is available in total grant funding. Awards will range from $10,000 to $50,000 per application.

DOER Accepting Applications for Municipal Decarbonization Roadmap Technical Assistance Until November 28  

The Massachusetts Department of Energy Resources (DOER) is currently accepting applications for the Municipal Decarbonization Roadmap Technical Assistance for communities seeking Climate Leader Communities Designation within 1 year. The application deadline is November 28, 2025.  

The Climate Leader Communities is a voluntary program that encourages municipalities to implement clean energy and climate-friendly policies and programs to broaden depth and breadth of decarbonizing municipal and school facilities, along with enhanced community engagement.  

Recognizing that cities and towns may need assistance to develop municipal decarbonization roadmaps, the Green Communities Division is offering planning assistance to eligible municipalities for roadmap development to help achieve Climate Leader Community certification. This planning assistance will be provided through consultants (Consultants) selected by the Green Communities Division.

New Hampshire Opportunities

New Hampshire Housing Hosting Virtual Listening Session for input on FY26 Opioid Use Disorder Supportive Housing Program 

New Hampshire Housing is hosting a listening session for the Opioid Use Disorder Supportive Housing Capital Program to solicit input on the updated FY26 notice of funding opportunity (NOFO) draft. The session will be held on Thursday, November 13, 2025 at 1:00 p.m.  

The program provides funding for capital projects that create new supportive housing for households with a member who has Opioid Use Disorder. Funding is provided by the New Hampshire Opioid Abatement Trust Fund and administered by the NH Department of Health and Human Services. 

Eligible projects include of new construction, acquisition and rehabilitation, or adaptive reuse.  

Approximately $5,700,000 is available in project funding through FY27, with about $4,000,000 allocated for FY26. The minimum award per project is $150,000.

Rhode Island Opportunities

RIHOU Accepting Applications for FY26 Municipal Infrastructure Design Initiative Until December 5 

The Rhode Island Department of Housing (RIHOU) is currently accepting applications for the FY26 Municipal Infrastructure Design Initiative. Application deadline is December 5, 2025.  

Funding supports housing opportunities to support the architectural and engineering costs associated with affordable housing development.  

Types of projects include but are not limited to:  

  • Water and sewer infrastructure related to housing development  
  • Streets and sidewalk infrastructure related to housing development 
  • Utility improvements related to housing development 

Eligible applicants are municipalities with priority given to proposals with a planned affordability component.  

Up to $1,000,000 is available to municipalities, with no explicit award minimum or maximum per project.
