Bridging the Transition to Permanent Leadership 

As the Town of Bridgewater searched for a new permanent Town Manager, CSS stepped in to ensure a seamless transition. Blythe Robinson, with her decades of experience in municipal governance, led the way. She managed the day-to-day operations of all municipal departments, providing strategic oversight and continuity during this vital period. 

Blythe’s responsibilities included: 

  • Leading the town’s senior staff and providing consistent administrative direction. 
  • Delivering comprehensive updates to the Town Council on management and administrative progress. 
  • Ensuring regulatory compliance across all local, state, and federal mandates. 
  • Overseeing the management of Bridgewater’s municipal budget, financial reporting, and capital planning. 
  • Tracking progress on strategic initiatives and ensuring transparency with the Town Council. 
  • Serving as a direct liaison between the town government and its residents and businesses. 
  • Responding to resident inquiries and concerns, and maintaining strong community engagement. 
  • Managing the progress of active and planned town projects, ensuring timelines, budgets, and council expectations were met. 
  • Supporting the town with collective bargaining agreement interpretation and union-related matters. 
  • Negotiated and completed the acquisition of a deed restriction to purchase the development rights for the historic Hanson Farm. This will enable a beloved family-owned farm and dairy to continue to operate under a conservation restriction into the future. The project was paid for by a State MVP grant for which the Town was awarded $3M dollars.
  • Developed a strategy and led the process to request that the voters approve an $8 million budget override schools and town operations for the upcoming fiscal year.
  • Providing guidance throughout the selection and onboarding of the next permanent Town Manager.
