Capital Strategic Solutions is pleased to announce the addition of Michael McGovern to our team as Senior Project Manager. Michael brings over 25 years of extensive government, legislative, and municipal management experience, making him a valuable resource for our clients and partners.
Michael’s distinguished career includes serving as Town Administrator for Holbrook and Shirley, Massachusetts, where he oversaw all town departments, managed multi-million-dollar budgets, led successful grant initiatives, and coordinated major economic development projects. Prior to these roles, he served as Assistant City Manager for Lowell, the Commonwealth’s fifth largest city, where he helped manage a $350 million operating budget, drove infrastructure improvements, and implemented fiscal and operational reforms.
His career accomplishments include:
- Securing approximately $2.5 million in state grants and generating $550,000 in tax title auction revenue.
- Leading significant infrastructure and public safety initiatives, including feasibility studies for new facilities and accessibility upgrades.
- Revitalizing community spaces, protecting open space, and advancing major economic development efforts such as the Hamilton Canal District and projects with Kronos/Crosspoint, MACOM, and Markley Group. Implementing budgetary reforms, stabilizing municipal finances, and eliminating a $4 million net school spending deficit. Establishing a 501(c)(3) school foundation, raising $500,000 in six years.
Michael is MCPPO certified, known for his collaborative leadership style, and highly regarded for his ability to deliver results through strategic planning, transparency, and community engagement.
