He led a sweeping departmental reorganization, introducing a Program-Based Management model focused on measurable outcomes and clear accountability. This initiative involved overhauling organizational structures, engaging elected officials, and successfully negotiating collective bargaining agreements to align workforce operations with strategic goals.

Sellers has long been a leader in applying technology to streamline public sector operations. Under his leadership, departments adopted innovative systems that improved efficiency, communication, and responsiveness, including:
