As communities across Massachusetts continue to prioritize inclusivity and compliance with federal accessibility laws, the Town of Bernardston has taken a critical step forward by partnering with Capital Strategic Solutions (CSS) to develop and update their comprehensive ADA Self-Evaluation and Transition Plan. Recognizing the importance of ensuring equitable access to public programs, services, and facilities, Bernardston’s leadership engaged CSS to assess the town’s compliance with the Americans with Disabilities Act (ADA) and provide a roadmap for future improvements.

“This initiative reflects the Town’s strong commitment to accessibility and the rights of all residents,” said Jennifer Thompson, Chief Development Officer at CSS. “Our team worked closely with Bernardston officials to ensure that the evaluation and recommendations are both practical and aligned with the highest standards of ADA compliance.”

CSS delivered a detailed evaluation of Bernardston’s public buildings, facilities, programs and procedures. They evaluated not only physical access, but also administrative procedures such as grievance processes and public notifications. The project involved hands-on site visits and technical assessments, and prioritized findings based on regulatory urgency and public access needs.

Highlights of the project include:

  • A full ADA compliance review of town facilities and public spaces.
  • Evaluation and recommendations for Town policies, services, and administrative procedures.
  • Cost estimates and priority rankings for remediation of non-compliant elements.
  • Clear guidance on aligning with both the ADA and the Massachusetts Architectural Access Board (MAAB) regulations.
  • A user-friendly Transition Plan empowering the Town to plan improvements at a sustainable pace.

With the final report in place, Bernardston is well-positioned to implement meaningful changes that improve access for residents and visitors with disabilities. The Transition Plan serves as a practical tool to guide decision-making, funding applications, and project implementation, demonstrating the Town’s ongoing commitment to equity, inclusion, and compliance.

“By undertaking a comprehensive ADA Self-Evaluation and Transition Plan, the Town of Bernardston is reaffirming its commitment to accessibility and proactive governance,” said Karen Kelly, Town Administrator for the Town of Bernardston. “This initiative ensures that our public spaces, services, and policies reflect the values of inclusion and dignity for all.”

By taking a proactive approach to ADA compliance, Bernardston not only meets federal and state mandates, it also reinforces the Town’s identity as a welcoming and inclusive place for all. With CSS as a trusted partner, Bernardston now has the tools and strategic guidance to make lasting improvements that reflect the community’s values and vision.
