Now Open: Federal Grant Programs Supporting Law Enforcement, Mental Health, Community Policing, and More

The Office of Community Oriented Policing (COPS) is now accepting applications for several grant programs that support public safety. Many of these opportunities close at the end of June, or beginning of July, and all have multiple deadlines in a multi-phase application process.  

Funding supports a myriad of law enforcement activities from mental health and wellness to accreditation, and drug distribution investigations.  

COPS Anti-Methamphetamine Program (CAMP)

Eligibility Requirements

Applications for the COPS Anti-Methamphetamine program (CAMP) are due in 2 steps. The Grants.gov SF-424 is due Wednesday June 25, 2025, at 4:59 p.m. ET. Step two JustGrants application is due Wednesday, July 2, 2025, at 4:59 p.m. ET.  

This program provides funding to support law enforcement agencies to investigate illicit activities related to the manufacture and distribution of methamphetamine. Each award is for 3 years, and requests must be at least $1 million. Up to $2 million is available per award.  

Anti-Heroin Task Force (AHTF) Program

Eligibility Requirements

Applications for the Anti-Heroin Task Force program (AHTF) are due in 2 steps. The Grants.gov SF-424 is due Wednesday, June 25, 2025, at 4:59 p.m. ET. Step two JustGrants application is due Wednesday, July 2, 2025, at 4:59 p.m. ET.  

This program provides funding to support law enforcement agencies with high per capita rates of primary treatment admissions for heroin and opioids. Funding may be used for investigative purposes related to the distribution of heroin, fentanyl, carfentanil, and other opioids. Each award is for 3 years, and the maximum funding allowed per award is $4 million.  

Law Enforcement Mental Health and Wellness Act (LEMHWA) Program

Eligibility Requirements

Applications for the Law Enforcement Mental Health and Wellness Act (LEMHWA) are due in two steps. The Grants.gov SF-424 is due Tuesday, June 24, 2025 at 4:59 p.m. ET. Step two JustGrants application is due Monday, June 30, 2025 at 4:59 p.m. ET.  

This program provides funding for the delivery of and access to mental health and wellness services, training, and programming for law enforcement employees and their families. Programming may consist of peer support, training, family resources, suicide prevention, stress reduction, clinical support, and other wellness practices. Each award is for two years, and up to $200,000 is allowed per award.  

Community Policing Development (CPD) – Microgrants

Applications for the Community Policing Development (CPD) Microgrants are due in two steps. The Grants.gov SF-424 is due Tuesday, June 24, 2025 at 4:59 p.m. ET. Step two JustGrants application is due Monday, June 30, 2025 at 4:59 p.m. ET.  

Microgrants support funding to develop novel or innovative community policing programs. These strategies may include demonstration or pilot projects to advance community engagement, problem solving, or organization restructuring. Subcategories of funding include; violent crime prevention, officer recruitment, hiring and retention, immigration and border security, opioid and drug market interruption, homelessness and squatting.  

Awards are for two years, and $8.8 million in funding is available in total.  

Community Policing Development (CPD) – Accreditation

Eligibility Requirements

Applications for the Community Policing Development (CPD) Accreditation grants are due in two steps. The Grants.gov SF-424 is due Tuesday, June 24, 2025 at 4:59 p.m. ET. Step two JustGrants application is due Monday June 30, 2025 at 4:59 p.m. ET.  

CPD Accreditation funding supports law enforcements agencies completing the process of accreditation and the national and state accreditation bodies. This program is comprised of two funding opportunities.  

  • Enhancing Law Enforcement Accreditation Entities 
  • Supporting Law Enforcement Agencies Seeking Accreditation  

Multiple awards are available, with up to $300,000 available for each.  

Community Policing Development (CPD) – Law Enforcement Products and Resources

Eligibility Requirements

Applications for the Community Policing Development (CPD) Law Enforcement Products and Resources grant are due in two steps. The Grants.gov SF-424 is due Tuesday, June 24, 2025 at 4:59 p.m. ET. Step two JustGrants application is due Monday, June 30, 2025 at 4:59 p.m. ET.  

This funding supports the development of products and resources for national distribution that uplift the image of law enforcement, advance law enforcement activities, or support community policing efforts.  

Priority areas of focus may include topics about violent crime prevention, immigration and border security, child trafficking, street gangs, recruitment and hiring, gun violence, opioids and drug market interruption, law enforcement task force engagement, homelessness and squatting, nuisance abatement, and disorder problems.  

Eligible products and resources may include online or in person training curricula, guidebooks, policy guides, promising practices, pilot programs, case studies, evaluations, podcasts or webinars, interactive websites, checklists, and short form videos.  

Eligible applicants include for-profit (commercial) or non-profit institutions, higher education institutions, community groups, and faith-based organizations.  

Each award is for two years, and up to $500,000 is available per award.  

Collaborative Reform Initiative (CRI)

Eligibility Requirements

Applications for the Collaborative Reform Initiative (CRI) are due in two steps. The Grants.gov SF-424 is due Tuesday June 24, 2025 at 4:59 p.m. ET. Step two JustGrants application is due Monday, June 30, 2025 at 4:59 p.m. ET.  

Program funding supports assistance programs for law enforcement agencies. CRI programing is comprised of Critical Response and Organizational Assessment topics. These services are designed to highlight best practices of law enforcement, enhance officer safety and wellness, build agency capacity for self-improvement and effectiveness, and promote community policing practices.  

Eligible applicants include for-profit (commercial) organizations, nonprofit organizations, and institutions of higher education. Approximately $1 million is available for each open solicitation topic area. 

Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement

Eligibility Requirements

Applications for the Safer Outcomes grant are due in two steps. The Grants.gov SF-424 is due Tuesday, June 24, 2025 at 4:59 p.m. ET. Step two JustGrants application is due Monday, June 30, 2025 at 4:59 p.m. ET.  

Program funding supports training for de-escalation and crisis response for law enforcement officers, support for law enforcement personnel and mental health professionals on crisis intervention teams. Training programs must focus on one or more of the following topics; de-escalation tactics and use of force alternatives, safely responding to individuals experiencing mental or behavior health or suicidal crisis, safe encounters with individuals with disabilities, successfully participating on a crisis intervention team, or making referrals to community-based services.  

This program consists of two solicitations, Curriculum integration for law enforcement academics and state level training commissions, and support for law enforcement agencies.   

The award performance period is 24 months. Funding availability varies depending on the number of full-time sworn officers budgeted. 

COPS Blue Alert Program

Eligibility Requirements

Applications for the COPS Blue Alert Program are due in two steps. The Grants.gov SF-424 is due Tuesday, June 24, 2025, at 4:59 p.m. ET. Step two JustGrants application is due Monday, June 30, 2025 at 4:59 p.m. ET.  

The National Blue Alert Network is a voluntary nationwide system that provides early warning of threats against law enforcement, and aids in the apprehension of suspects who have killed or seriously injured an officer or deputy. Through the Blue Alert Program, organizations may seek support from the COPS Office and the Blue Alert System.  

Awards are for two years, and $150,000 is available for one award.
