Decentralized administration in local government offers both benefits and challenges. Understanding these pros and cons can help communities make informed decisions about their governance structures. 

For those unfamiliar with decentralized government administration, it encompasses several smaller governing bodies that are elected through voting and have the power to make political decisions at a local level. In simple terms, decentralization means shifting power, responsibility, and resources away from the central management structure and diverting the decision-making authority to citizen committees.  

Here are several examples of different types of decentralization, which depend on who is receiving the authority and responsibility: 

De-concentration

Involves moving power and resources from the central government to its local offices, allowing those local offices to make decisions within a central framework. 

Devolution

The process of transferring power and resources from the central government to local governments that are elected by the people. This allows local governments to have more control and make decisions that best suit their communities. 

Delegation

Authority, responsibility, and resources are given from the central government to semi-independent organizations, like public corporations or non-profits. These organizations still answer to the central government but have more freedom in how they operate. Communities may choose to outsource a program, service, or department to better meet the needs of their residents.  

On a larger scale, this can be referred to as privatization, which we are witnessing at the federal level. For example, the Trump administration’s executive orders aimed to reduce the federal workforce, potentially leading to increased privatization and automation of government services. 

The essence of decentralization is that a multi-level public sector can achieve better, more responsive, and efficient outcomes than a centralized public sector. Some positive aspects of decentralization include: 

  • Bringing decision-making closer to residents through enhanced participation. 
  • Improving accountability and transparency in governance. 
  • Utilizing limited resources effectively and in a specialized manner. 
  • An enhanced ability to provide quality local services that meet citizens’ needs. 
  • Strengthening citizen involvement in local decision-making. 

However, arguments against decentralization suggest that it can lead to: 

  • Increased administrative training costs for individuals serving in committee roles. 
  • Loss of control: excessive decentralization can diminish top management’s oversight, leading to confusion over who is in charge. 
  • Increased opportunities of misuse of authority that could lead to fragmentation of the overall mission of the City or Town. 
  • Coordination challenges: top management may struggle to coordinate projects due to competing interests and goals of various boards and/or committees resulting in inefficiencies. 

Regardless of the governance structure that works best for your community, it is important not to lose sight of common goals.
