The national labor shortage is affecting all industries, including government. According to the U.S. Chamber of Commerce’s latest analysis, many regions in the United States are more heavily impacted, including areas where Capital Strategic Solutions operates. Massachusetts, New Hampshire, Vermont and Maine are some of the states impacted in the “most severe” category, along with Rhode Island, Florida and New Mexico trailing just behind at the “more severe” level.

For municipal and county human resources and administration professionals, the challenge is clear: competitive salaries and benefits are critical to attracting talent. But how can cities and towns find qualified candidates to fill positions in such a competitive market?

Start in Your Own Backyard

Consider launching an apprenticeship program with an industry leader in your area and partnering with your local high school or regional vocational school. Many municipalities already engage youth through summer internship programs for high school and college students, often paying minimum wage.

These programs are an excellent way to introduce young people to local government over six to eight weeks while providing much-needed office coverage during busy vacation periods. Students often return the following summer, already trained and ready to contribute.

Educate Residents About Local Government

Implement a Local Government Informational Program to give residents a better understanding of how their city or town operates. This six-week program, held one evening a week, can provide an overview of various departments. Include opportunities for residents to submit questions in advance, which can be addressed during sessions. Consider offering both in-person and virtual options to maximize participation.

Don’t forget to include an HR segment that highlights the benefits of working in local government. This approach can generate interest from residents who may become candidates for open positions, board or commission members, or even seasonal volunteers. You can also repurpose these departmental segments for use in local high schools, introducing students to potential career paths.

Engage Seniors for Temporary Help

Participate in a Senior Center Tax Work-off Program for eligible seniors aged 60 and older. These programs allow seniors to earn a property tax credit in exchange for part-time work in municipal departments. Many seniors enjoy contributing their time and skills, and you’ll benefit from the extra support they provide. Some may even choose to stay on long-term, offering both reliability and experience.

Leverage Local Talent

You may already have qualified residents who could fill roles within your community. A short commute is often a significant incentive for employees and can make local government positions even more attractive.
