Like many communities, the Town of Holbrook Massachusetts found itself in need of executive leadership for its Department of Public Works while several multi-phase projects were underway. Capital Strategic Solutions (CSS) was able to step in and provide a variety of support services.
Since April 2024, Senior Project Manager John DeLuca served as the Interim DPW Superintendent, while the CSS outreach team helped market the open position and evaluate applicants. John used his expertise to manage an MWRA (Massachusetts Water Resource Authority) I&I study and multiple new regulations.
Senior Project Manager John Deluca has been providing necessary management services to fill the vacancy and keep the DPW’s operations running smoothly. “Holbook has several major water infrastructure projects happening that our community could not put on hold. John has a tremendous amount of knowledge and has been instrumental in overseeing the MWRA funded I&I study, navigating the DEP requirements with regard to the new 5,000-gallon water tank under construction, and continues to manage our lead line service inventory which he implemented several months ago,” Town Administrator Michael McGovern.
In addition to the water infrastructure projects, John has assisted with the candidate selection process, executed an asset management evaluation, prepared the 2026 budget along with a capital plan. John’s 40 years of experience enables him to provide a wide variety of management and skilled engineering services to fill the void.
CSS has been able to give the Town of Holbrook an experienced skill set during a time of transition supporting their dedicated staff while overseeing major infrastructure projects and maintaining services to the public.
