Capital Strategic Solutions is proud to welcome Matthew Torti to our team as a new Senior Project Manager. Matt offers our clients extensive experience in the fields of public facilities management, water and wastewater infrastructure construction, asset management, general construction management, and capital improvement planning for public facilities of all types.
Matt joins CSS from his most recent position as the Director of Buildings and Grounds at Framingham Public Schools in Framingham, Massachusetts. In his 20-plus years at Framingham, he oversaw a team of 90 staff members and the maintenance of 17 public facility buildings. In addition, Matt also supervised the construction of two new school buildings, funded in part by the Massachusetts School Building Authority (MSBA). From applying for MSBA funding, navigating requirements, coordinating with stakeholders, and overseeing construction, Matt was active in every phase of these projects. Matt also built a comprehensive maintenance plan and capital infrastructure upgrade plan that accounted for all building assets.
Before his time in Framingham, Matt was a construction supervisor at Barletta Engineering Corporation and managed extremely large water and wastewater infrastructure projects. Most notably, Matt was a construction supervisor on the Deer Island Wastewater Treatment Plant for the Massachusetts Water Resources Authority (MWRA). Matt supervised excavation work for utility infrastructure, process piping, foundations and other pieces of infrastructure. This enormous project had dozens of contractors and subcontractors, requiring successful coordination with the many firms to ensure everyone could complete their work. This is just one example of Matt’s ability to supervise complex projects with many moving parts.
We are so excited to welcome Matthew to the team as a Senior Project Manager. His extensive experience in construction management makes him an invaluable addition to our clients and our team. His expertise can ease the construction process, and crafts solutions that serve communities in the long-term. Matthew’s addition will leverage these strengths and bring our team new successes.
Matt has a wealth of knowledge, and his understanding of regulations, facilities financing, and personnel management make him an asset to clients. Matt’s understanding of state funding opportunities like the Massachusetts School Building Authority is just one example of his knowledge of the field. Matt can evaluate the needs of a proposed project against funding requirements to determine if it is a good fit. His budget management skills support practical execution of his capital improvement planning. From ADA compliance to public procurement, safety codes, and waste management, Matt’s high level of experience in these arenas allows him to adapt to a variety of conditions and project needs.

I am confident that my years of experience can be applied to and improve the process of planning and the development for short and long term infrastructure projects.
