Capital Strategic Solutions would like to welcome Robert (Bob) Fennessy to the team as a Senior Project Manager. An accomplished attorney, town administrator, law enforcement official, and former select board member, Bob’s experience and passion for public service drives his adeptness to coordinate and multi-task. We are extremely pleased to bring his keen eye to our team, and to share his talents with our community partners.
We are thrilled to welcome Bob Fennessy to our team as a Senior Project Manager. Bob’s extensive experience in municipal government, administration, and law, combined with his passion for public service, makes him an invaluable addition to Capital Strategic Solutions. His ability to manage complex and sensitive situations with trust, transparency, and care aligns perfectly with our mission. We are confident that Bob’s expertise and dedication will greatly benefit our community partners and enhance our projects.
Bob joins us from his most recent position as the Town Administrator for the Town of Carver, Massachusetts. He initially accepted this position as the Interim Town Administrator, but after several months in the role, he transitioned to the permanent full time Town Administrator. Bob also served earlier as Town Administrator for Kingston, and Boylston.
While Town Administrator in Carver, Bob responded to critical issues quickly, effectively, and efficiently. When the town was experiencing issues with its water system, Bob worked collaboratively to negotiate an agreement with a neighboring community to ease the burden on the system and worked to repair deficiencies in the facility, utilizing funds from the American Rescue Plan Act (ARPA) to make meaningful infrastructural changes on long standing issues.
Bob has been practicing Law for more than 20 years, with concentrations in Municipal Law, Personnel & Labor Law, and Employment Law, earning his Juris Doctorate degree from the University of Massachusetts Law School. As a ten- year Adjunct Professor of Law at UMass Law School in Dartmouth, and earlier at the Southern New England School of Law, Bob has taught courses in Municipal Law, Employment Law, and Animal Law. Most recently, he achieved his certification in Conducting Workplace Investigations through Safety & Respect at Work LLC. This certification, coupled with his decades of experience in municipal labor and employment law, gives him the unique insight and firsthand knowledge to properly conduct workplace investigations in a way that is ethical, thorough, and fair.
He also has attained many other educational degrees and certifications to supplement his extensive firsthand experience in public service. He earned a Bachelor of Science degree in Criminal Justice/Psychology from Northeastern University, and a Master of Education degree in Public Administration from Boston University.
Given his passion for public service, it is no surprise that Bob also volunteered his time to serve several terms on the Board of Selectmen for the Town of Plainville MA, as well as the Finance Committee and Conservation Commissioner. As a Selectboard member, Bob worked especially close with the local, state, and federal authorities, and was instrumental in bringing the Plainridge Casino to the town to reduce the tax burden on the residents. Throughout his years of public service to the town, Bob always represented community interests with transparency, as he oversaw the negotiation of contracts, financial and budgetary proceedings, and other operational oversight.
When people think things are being hidden from them, that’s when municipal problems intensify. So, it has always been my goal to make sure that all staff conduct their workday in an honest and transparent manner. I routinely make it a practice to remind them that we work for the people; the people do not work for us.
Bob’s extensive and multifaceted knowledge and experience in public service is a testament to his passion for municipal governance. His eye for detail and his ability to manage complex and sensitive issues makes him adept at overseeing any issue in any community.
