In partnership with Mary Beth Bernard of HR Key Solutions, CSS has embarked on a comprehensive Compensation and Classification Study for the Town of Monson. As a highly credentialed and professional in the field of municipal human resources, Mary Beth brings with her a wealth of experience, especially in terms of evaluating and performing compensation and classification studies for municipalities throughout New England. Her skills are complimented by the dedicated staff at CSS who have decades providing human resources and financial services for cities and towns throughout their careers.
In addition to providing Monson with updated and legally compliant job descriptions, CSS and HR Key Solutions will also be providing the Town with detailed salary and compensation comparisons that will help Monson retain and attract qualified and motivated municipal employees. This transparent and open process involves interviewing and gathering feedback from more than eighty employees and their supervisors to formulate comprehensive position descriptions that accurately represent the work they conduct in their municipal positions.
Details of the project include:
- Creation of a custom compensation survey to assist Monson in retention and recruitment of quality staff.
- Evaluation of positions through a custom point-factor rating system used to evaluate and rank positions in an equitable manner.
- Development of a classification plan with recommended pay ranges in an effort to ensure positions are paid fairly, based on both qualifications and longevity with the Town and the capacity for the Town to maintain the classification and compensation plan independently once the study and results are complete.
- Based on existing data and comparable research, development of a contemporary salary schedule and assignment of each position to a salary grade within the newly developed classification plan.
- Preparation of a detailed cost analysis of the classification and compensation implementation.
- Development of a goals-based performance evaluation plan for managers, union and non-union employees.
- Development of legally compliant job descriptions.
- Ongoing meetings and development of a final report with recommendations to the Town of Monson.
