Communities across the Commonwealth are recognizing the importance of public outreach when it comes to spending their local American Rescue Plan Act (ARPA) funds. Through various methods, Capital Strategic Solutions (CSS) is assisting cities and towns with engaging their residents and local businesses on how to best align ARPA funds with local priorities.

Several municipalities, like the Town of Pepperell, are utilizing online surveys prepared by CSS to solicit feedback from their residents and small businesses on potential projects and priority uses of ARPA funds. Information gathered through these surveys provides town officials with statistics and data that can help to guide decisions as to what projects will be funded through their local ARPA allocations.

In an effort to maximize the impact of this unprecedented direct funding to municipalities, and ensure that the most vulnerable and underserved community members receive much needed assistance, many of our clients are performing large scale public outreach campaigns to gather feedback. Capital Strategic Solutions is assisting the City of Lynn in performing a vast public outreach campaign utilizing a broad and layered approach to soliciting feedback citywide on how ARPA funds will be spent.

In addition to using social media and technology to reach constituents with online surveys and a dedicated ARPA website (www.LynnARPA.com), CSS and the City have embarked on a large-scale community-based effort to solicit feedback from as many residents, businesses and non-profits as possible. From in-person Ward and Community meetings, to online forums and door-to-door canvassing of local businesses, CSS and the City of Lynn have partnered to reach as many voices as possible throughout the community in an effort maximize feedback on how ARPA funds should be best utilized.
