We are extremely pleased to announce that Thomas Impey has joined the CSS Project Management and Oversight Division as Fire and Emergency Services Project Manager. Tom brings vast experience, education, and training in fire and emergency services to our team. He has experience skillfully using data acquisition and analysis to improve critical services in communities throughout the Commonwealth of Massachusetts.
Tom serves as a Massachusetts Fire Academy instructor, where he coaches students through “live” skills training, and assists with the planning and logistics for skilled training demonstrations. Tom also serves as a Massachusetts Fire Academy (MFA) instructor and was recently named Coordinator for the Public Education programs at the MFA.
Along with Tom’s 15+ years of experience in fire and emergency services, Tom offers stellar credentials including graduating cum laude from Anna Maria College with a Master’s Degree in Public Administration and a Bachelor’s Degree in Fire Science. He is also a credentialed Chief Fire Officer through the Massachusetts Fire Training Council and has completed the Chief Fire Officer Management Training at the Massachusetts Department of Fire Services and the Collins Center of the University of Massachusetts. Tom is also certified through the Pro Board in many areas of Fire and Emergency Services including Fire Officer, Incident Safety Officer, Fire Suppression and Fire Prevention Officer. Tom also has extensive training in the National Incident Management System.
Additionally, Tom was a key contributor in the construction of the Plainridge Park Casino reviewing plans and enhancing life safety systems to ensure the safety of the public as well as first responders. He also worked extensively on the Plainville Town Hall/Public Safety project working through both the design and construction phases to ensure an efficient and effective municipal complex to serve the needs of the community for years to come.
As Fire and Emergency Services Project Manager for CSS, Tom will assist our clients with implementing changes within their communities to enhance emergency response, increase public safety and provide critical services as effectively and efficiently as possible.

Tom has jumped in feet first, he will be overseeing the Town of Truro Regional Study of Emergency Medical Services. Tom will gather data from the three communities involved in the study. He will also gather data on the current EMS model from the four entities providing EMS to the lower Cape. Tom will use an evaluative methodology to analyze this data and compare it to current EMS best practices. Upon completion of the analysis, he will make any recommendations known to the Fire and Emergency Medical Services Project Team for discussion and further input.
