The ink is dry, it’s now official! It is with great pleasure that we announce Jennifer Thompson has joined Capital Strategic Solutions, LLC. as Chief Development Officer. Jennifer will have a monumental impact on client service, team leadership, intellectual capital development, and the overall growth of the firm.

Jennifer brings an extensive background in municipal administration, finance, procurement, human resources and emergency management. Most recently, Jennifer served the community of Plainville as Town Administrator having direct responsibility and appointing authority of over 150 employees, managing the day-to-day administration and operation of the municipality. During her tenure in Plainville, Jennifer performed all Human Resource functions including hiring, disciplinary actions, creation of personnel policies, labor negotiations, contract negotiations, and collective bargaining. As Town Administrator, she also served as the Chief Procurement Officer and on the permanent building committee overseeing the planning, design, and construction of a $36M municipal complex (town hall and public safety) without a debt exclusion.

Prior to that, Jennifer served as the Assistant Town Manager for Framingham, where she skillfully guided the financing of over $250M related to ARRA funding in large-scale infrastructure improvements, including $5.9M in ESCO project funding without debt service through energy improvements and efficiencies. She also oversaw the facilities management and capital projects division, including the formation and implementation of a 20-year Capital Building Plan for all 22 municipal-owned buildings.

Jennifer knows how to form intergovernmental relationships and has a proven track record of delivering key initiatives through strategic planning and collaboration. She was instrumental in obtaining and managing major state and federal grants, including reimbursements from FEMA for major natural disasters; as well as Community Compact, Complete Streets, MassWorks, Gaming Mitigation, and ADA and technology network and wireless infrastructure funding for both Plainville and Framingham.

As the Assistant Deputy Superintendent/Chief Financial Officer for the Barnstable County Sheriff’s Office Jennifer oversaw all financial and grant funding for the Department. She served as the Sheriff’s liaison with the State House and Department of Revenue on all financial matters and helped to streamline all fiscal reporting and management for the organization.

Throughout her career in public service, Jennifer has played integral roles in implementing best management practices with a focus on customer service. She is keenly aware of the importance of providing citizens, as well as employees with the support that they need when challenges arise.

Jennifer holds a Master’s Degree in Public Administration, is a Massachusetts Certified Public Purchasing Officer, and holds a Post-Baccalaureate Teacher Certificate as well as a Bachelor of Arts Degree in Communications.
