Massachusetts 

Environment & Climate One Stop – FY28

The Environment & Climate One Stop provides municipalities with a coordinated pathway to pursue funding for climate, resilience, water, and planning projects. Eligibility and funding levels vary depending on the individual program component. 

For communities with environmental or resilience priorities in their capital or strategic plans, this is an opportunity to identify projects that may align with multiple state resources.

FY27 Stormwater MS4 Municipal Assistance Grant Program

MassDEP describes the program as funding projects that help Massachusetts communities meet MS4 requirements and reduce stormwater pollution through coordinated partnerships and resource sharing. 

Current FY27 dates: 

Who can apply: This is primarily a regional/collaborative grant, rather than a grant for one municipality acting by itself. The program is designed for groups of municipalities and can also involve regional planning agencies, stormwater coalitions, or nonprofits working on behalf of multiple municipalities. 

What it funds: The FY27 program is focused on projects that help municipalities comply with MS4 requirements and provide shared benefits. MassDEP has specifically been emphasizing stormwater investments and projects that can be shared or replicated across participating communities.

Rhode Island 

Municipal Incentive Fund

Available to all 39 Rhode Island cities and towns, the Municipal Incentive Fund provides support for municipal initiatives and services. 

The broad municipal focus makes this an opportunity worth evaluating for communities with projects that could benefit from strategic planning, implementation, or administrative support.

Efficient Buildings Fund

The Efficient Buildings Fund supports energy efficiency and renewable-energy investments in public facilities.

Maine 

Historic Community Buildings Grant

This program supports eligible Maine communities and organizations pursuing improvements to historic buildings and community facilities. 

Projects involving historic municipal or community assets may benefit from beginning project planning, cost development, and documentation now.

Forest Economy Program

The Forest Economy Program supports eligible communities and partners pursuing economic-development initiatives connected to Maine’s forest economy. 

For communities where the forest economy plays an important economic role, funding may provide an opportunity to advance larger strategic or economic-development projects.

Community Forest & Open Space Conservation

Local governments and other eligible applicants can pursue funding for open-space and community forest conservation.

PROTECT Competitive Grants

Eligible transportation and local-government applicants can pursue funding for transportation resilience projects through the PROTECT program. 

Communities with infrastructure vulnerable to flooding, extreme weather, or other climate-related risks should evaluate whether planned resilience projects may qualify.

Vermont 

Several opportunities are also approaching in Vermont. The Municipal Planning Grant is expected to open October 1 with a December 2 deadline and can support planning, housing, and revitalization initiatives. The Better Connections Program supports transportation and land-use planning, while the upcoming VOREC Community Grant Program is anticipated to offer between $7,500 and $50,000 for outdoor recreation and economic-development projects.  

Opportunities Beyond New England 

Municipalities outside New England also have several opportunities worth watching. Texas’ Defense Economic Adjustment Assistance Grant offers between $50,000 and $5 million for eligible defense-community infrastructure and economic-adjustment projects, with applications due November 6.  

In New Mexico, the Youth Conservation Corps FY27 opportunity is currently open to local governments, tribes, nonprofits, and public agencies, with a September 23 deadline. Additional state-administered programs support cybersecurity, emergency management, homeland security, and flood and hazard mitigation.  

Federal Funding Opportunities

Several federal programs have deadlines approaching quickly, making now an important time for municipalities and public safety agencies to evaluate project readiness and eligibility.

Edward Byrne Memorial JAG – State Formula

The Edward Byrne Memorial Justice Assistance Grant (JAG) State Formula Program provides states with funding that can support a broad range of criminal justice initiatives. Eligible uses include information systems, technology improvements, equipment, drones and counter-UAS technology, planning, and evaluation.

While states apply directly for these funds, local police departments and municipalities may be able to access funding through state-administered subawards.

The FY26 Intellectual Property Enforcement Program supports state and local governments, law enforcement agencies, and prosecutors working to strengthen intellectual property enforcement.

Funding can support digital forensics, intelligence sharing, case-management tools, online investigative capabilities, and task-force systems.

This is a specialized opportunity rather than a general cybersecurity grant. Proposed projects must support a new or existing intellectual property enforcement task force and include engagement with appropriate federal agencies.

Local Law Enforcement Crime Gun Intelligence Center Integration Initiative

This program supports state and local governments and law enforcement agencies seeking to establish or expand Crime Gun Intelligence Center (CGIC) operations.

Eligible technology uses include NIBIN, eTrace, crime-gun evidence management, intelligence analytics, investigative lead workflows, and CGIC integration.

Award ceilings vary by project category, with up to $300,000 for expansion of an existing CGIC and up to $700,000 for establishing a new CGIC. Partnership with ATF is a central component of the program.

The FY26 Crisis Response Training Program provides another opportunity for municipalities and public safety agencies focused on improving crisis intervention and response.

Police, sheriff, and campus police agencies may qualify under Category 1. Technology-supported projects may incorporate multi-participant virtual reality systems into crisis-response and intervention training.

Because this is primarily a training program, technology must directly support the proposed crisis-response training rather than serve as a standalone equipment purchase.

Foundation Opportunities to Keep on Your Radar

Municipalities should also look beyond traditional government grants when planning public safety investments.

The Spirit of Blue Safety Grant Program is accepting ongoing requests for its 2027 cycle from authorized U.S. law enforcement agencies seeking officer-safety equipment and, in some cases, training. Spirit of Blue is also accepting applications through December 31, 2026 for a targeted solicitation providing donated Whelen 48-inch Liberty light bars to qualifying law enforcement agencies.

The Gary Sinise Foundation First Responder Support Program also provides an ongoing avenue for under-resourced police, fire, and EMS departments seeking critical equipment and training to improve operational readiness and responder safety. Unlike a traditional competitive grant cycle, the public program information does not specify an award ceiling or standard application schedule, so departments should confirm fit with the foundation before developing a proposal.
