 Funding Opportunities for Resilience, Economic Development, Coastal Planning & Infrastructure 

This week, we’re highlighting funding opportunities across Massachusetts, Florida, Rhode Island, Connecticut, New Hampshire, Vermont, Maine, and Texas. These programs support a range of municipal priorities, including disaster preparedness, coastal resilience, housing, economic development, recreation, historic preservation, and infrastructure. 

With several deadlines approaching at the end of August and September—and additional funding rounds opening this fall—now is an important time for municipalities to evaluate upcoming projects and prepare application materials. 

Massachusetts Funding Opportunities 

Massachusetts municipalities have several funding opportunities currently available or worth monitoring. 

One current opportunity has an August 31, 2026 deadline, with applications accepted on a rolling basis until that date or until available funding is depleted. Municipalities interested in this opportunity should consider applying as soon as possible rather than waiting until the deadline. 

Additional Massachusetts opportunities include rolling funding available directly to municipal police departments, as well as the Municipal and Tribal Technical Assistance Grant Program, which supports technical assistance for infrastructure, climate, housing, and economic development projects connected to federal funding.

Florida Funding Opportunities 

Florida Coastal Management Program Grants 

Florida communities pursuing eligible coastal projects should begin preparing for the next Florida Coastal Management Program grant cycle, which is scheduled to open September 1 and close October 31, 2026. 

With the application window approaching, communities can use the remaining time to review program requirements, identify eligible projects, and begin assembling supporting materials.

Rhode Island Funding Opportunities 

Rhode Island Housing Funding 

The Rhode Island Executive Office of Housing currently has funding opportunities available for eligible housing initiatives, including a housing rehabilitation funding round.

Municipalities and other potential applicants should verify applicant-specific eligibility and individual program requirements through the state’s funding system.

Connecticut Funding Opportunities 

Historic Documents Preservation Program 

Connecticut municipalities may be eligible for grant funding to support the preservation of historic records and documents. The Cycle 2 application deadline is September 30, 2026.

This opportunity may be particularly useful for communities seeking resources to preserve important municipal records and improve the long-term protection of historically significant documents.

Municipal Grant Program 

Connecticut municipalities should also continue monitorring the state’s Municipal Grant Program. This bond-funded program suppots eligible capital projects, with funding availability dependent on program rounds and State Bond Commission actions.

New Hampshire Funding Opportunities to Watch 

New Hampshire municipalities should continue monitoring programs supporting housing production, master planning, and land-use regulation updates.

Funding opportunities established under state law can support communities working to revise local planning and regulatory frameworks in ways that encourage housing development. Additional opportunities may also be available to designated Housing Champion communities, subject to available funding and individual program requirements. 

Current application rounds have not yet been posted, making these important programs for municipalities to keep on their radar as they plan future housing and land-use initiatives.

Vermont: Community Resilience and Disaster Mitigation Grant Program 

The Community Resilience and Disaster Mitigation Grant Program supports municipal projects related to disaster mitigation, adaptation, repair, stormwater and infrastructure improvements, and flood-hazard reduction. 

Cities, towns, fire districts, incorporated villages, and other eligible municipal units should continue monitoring the program for upcoming funding rounds.

Vermont Recreational Facilities Grant Opportunities 

Vermont municipalities may also want to monitor competitive capital funding opportunities supporting community recreational facilities and opportunities.

Communities considering future recreation improvements should be aware that the program requires a 1:1 cash match, making advance budgeting and project planning particularly important.

Maine: Forest Economy Program 

Maine’s Forest Economy Program offers significant funding for eligible projects supporting the state’s forest economy and related economic development initiatives.

With awards of up to $1 million, this program may be particularly valuable for communities pursuing larger projects that strengthen local and regional economies connected to Maine’s forest products sector. 

Applicants should use Maine’s Community Funding Finder to verify eligibility for their specific project.

Maine: Coastal Community Grant

Eligible applicants include municipalities, unorganized townships, Tribal Governments within Maine’s Coastal Zone, and coastal regional councils. Collaborative applications may qualify for a higher maximum award, providing an incentive for communities to consider regional approaches.

Maine: Community Resilience Partnership – Service Provider Grant 

The Community Resilience Partnership Service Provider Grant supports organizations and qualified municipalities that can provide technical assistance to other communities working toward climate resilience goals.

This opportunity is particularly relevant for municipalities with the experience and capacity to serve in a regional or service-provider role.

Note: The listed August 14 deadline has passed, but municipalities interested in this type of funding should continue monitoring the program for future rounds.

Texas: Defense Economic Adjustment Assistance Grant (DEAAG) FY27  

Texas municipalities, counties, and other eligible defense-community entities should prepare for the upcoming FY27 Defense Economic Adjustment Assistance Grant (DEAAG) funding round.

With awards ranging from $50,000 to $5 million, the program can provide substantial resources for eligible infrastructure and economic development projects benefiting defense communities and military installations. 

Funding may also be able to support certain federal matching requirements, subject to program rules.
