New Funding Opportunities for Municipal Energy, Housing, Coastal Resilience, Public Safety & Infrastructure

As municipalities begin preparing for the fall grant cycle, several timely funding opportunities are available to support clean energy improvements, affordable housing and community development, coastal resilience, public safety, historic records preservation, and infrastructure.

This week’s Grant Watch Wednesday highlights new opportunities that have not been featured in previous editions, along with a reminder of previously highlighted programs that remain open. Communities with eligible projects should review program requirements now, as several important deadlines are approaching over the next few weeks.

Massachusetts: Green Communities Competitive Grant Program

The Massachusetts Department of Energy Resources is preparing for the fall round of its Green Communities Competitive Grant Program, which provides funding to designated Green Communities for municipal energy efficiency and clean energy projects.

The program helps municipalities reduce municipal energy consumption and costs through investments in clean energy projects in municipal buildings, facilities, and schools.

Potential projects may include:

  • Energy efficiency improvements in municipal buildings
  • HVAC and building system upgrades
  • Building electrification
  • Renewable and clean energy projects
  • Energy-saving equipment and improvements

To qualify, municipalities must be designated Green Communities in good standing and meet applicable program requirements for prior grants and annual reporting.

Connecticut: 2026 Small Cities Community Development Block Grant Program

The Connecticut Department of Housing is accepting applications through the 2026 Small Cities Community Development Block Grant (CDBG) Program.

Approximately $11 million in federal CDBG funding is anticipated for the competitive round. The program provides funding to eligible communities to address housing and community development needs, with an emphasis on projects benefiting low- and moderate-income residents.

Potential projects may include:

  • Public housing modernization
  • Affordable housing rehabilitation
  • Infrastructure supporting housing
  • Community facilities and improvements
  • Other eligible community development activities

Communities considering an application should also account for federal CDBG requirements involving citizen participation, environmental review, procurement, fair housing, and other compliance obligations.

Maine: Coastal Community Grant

The Maine Office of Community Affairs is accepting applications for the FY2027 Coastal Community Grant, which supports local and regional planning projects designed to strengthen the resilience of Maine’s coastal communities.

The program can fund planning, development of regulatory and non-regulatory policies and programs, project implementation, and public outreach. Projects may address coastal hazards, community resilience, land-use planning, public infrastructure, and other coastal priorities. Funds cannot be used for construction or land acquisition.

Funding available includes:

  • Up to $50,000 for individual applicants
  • Up to $75,000 for collaborative projects involving two or more eligible applicants

A 10% non-federal match is required. Maine has approximately $450,000 available between the Coastal Community Grant and Shore and Harbor Planning Grant programs.

Florida: Coastal Partnership Initiative Grant Program

The Florida Coastal Management Program will soon open the next round of its Coastal Partnership Initiative (CPI) Grant Program, providing competitive funding for eligible coastal communities seeking to protect and enhance Florida’s coastal resources.

Funding supports four primary program areas:

  • Resilient communities
  • Public access
  • Working waterfronts
  • Coastal stewardship

Eligible projects can include coastal planning, waterfront revitalization, habitat restoration, public access improvements, and initiatives that strengthen community resilience to coastal hazards.

Awards range from a minimum of $10,000 to a maximum of $60,000 for certain construction, restoration and acquisition projects, while planning, design and coordination projects are capped at $30,000.

 Connecticut: Historic Documents Preservation Program – FY2027 Targeted Grants

Connecticut municipalities have another opportunity to strengthen the preservation and management of important local government records through the Historic Documents Preservation Program.

Administered by the Connecticut State Library’s Public Records Administration, the program provides targeted grants to municipalities for projects that improve the preservation and management of local government records.

Eligible projects can help municipalities protect historic and permanent records, improve records storage and preservation practices, and strengthen long-term access to important municipal documents.

The FY2027 Targeted Grant application and program guidelines are now available.

Texas: Crime Victim Notification Systems Program – FY2027

The Texas Office of the Governor’s Public Safety Office is accepting applications for funding to help law enforcement agencies improve systems used to provide information and notifications to crime victims.

Victim notification technology can provide automated case updates, interface with law enforcement records systems, send configurable notifications, provide multilingual communication capabilities, and help agencies improve communication with crime victims.

Eligible governmental organizations include local units of government and other qualifying public entities with law enforcement functions.

Texas eGrants Funding Opportunities

Texas: Defense Economic Adjustment Assistance Grant Program – FY27

The Texas Military Preparedness Commission will soon open the FY27 round of the Defense Economic Adjustment Assistance Grant (DEAAG) Program, a significant infrastructure funding opportunity for defense communities.

The program is designed to assist communities that have been positively or negatively affected by changes or announced changes involving the U.S. Department of Defense.

Eligible applicants include:

  • Municipalities
  • Counties
  • Defense base development authorities
  • Junior college districts
  • Texas State Technical College campuses
  • Regional planning commissions representing eligible defense communities

Grant awards range from $50,000 to $5 million per project, and funding may also be used to meet matching requirements for federal funding. Projects are evaluated on factors including military value, project readiness, community and military benefit, resiliency, cost efficiency, and significance of impact.
