State & Local Funding Opportunities

This week, we’re highlighting opportunities supporting climate resilience, public safety technology, cybersecurity, data integration, and equipment modernization. While several programs are currently open, others are recurring or longer term opportunities that municipalities can begin preparing for now. 

Maine Community Resilience Partnership – Service Provider Grant 

Funding Agency: Maine Office of Community Affairs
Deadline: November 13, 2026
Maximum Award: Up to $75,000
Match: 15%; in-kind contributions permitted
Route: Service Provider 

The Community Resilience Partnership Service Provider Grant supports technical assistance to help Maine community’s advance climate resilience priorities. 

Service providers can develop projects serving groups of up to five communities, creating an opportunity to address shared climate resilience needs through a coordinated regional approach. 

Organizations considering this opportunity can begin identifying participating communities, defining common resilience priorities, and establishing relationships with technical partners ahead of the deadline. 

Preparation Opportunity: Build a group of up to five communities and identify climate-resilience technical partners to support the proposed work.

Federal Funding Opportunities

Several federal programs offer funding pathways for municipalities and law enforcement agencies seeking to test new technology, improve information sharing, strengthen cybersecurity, and modernize public safety operations. 

For communities developing projects now, there are several direct opportunities with fall deadlines, along with recurring programs that can become part of a longer-term funding strategy. 

BJA Body-Worn Camera Program

Status: Open
Deadline: October 2, 2026
Route: Direct / Government 

The BJA Body-Worn Camera Program provides a direct funding opportunity for agencies looking to implement or expand body-worn camera technology alongside the policies and systems needed to support it. 

Potential projects could combine body-worn camera deployment with automated redaction, digital evidence workflows, training, evaluation, and evidence-management improvements. 

Next Step: Confirm the appropriate funding category and award ceiling and begin developing the policy, implementation, and storage-cost components of the project. 

BJA Crime Gun Intelligence Center

Status: Open
Deadline: October 1, 2026
Route: Direct / Local Government 

This opportunity is designed to establish or expand technology-enabled Crime Gun Intelligence Center (CGIC) operations. 

Potential projects could include NIBIN/CGIC integration, rapid investigative lead workflows, and analytics designed to improve how agencies collect, analyze, and act on crime-gun intelligence. 

Next Step: Engage the appropriate ATF field office and establish measurable goals, such as 24- to 48-hour lead-processing metrics. 

Kevin and Avonte Program

Status: Open
Deadline: October 13, 2026
Route: Direct / Partner 

The Kevin and Avonte Program supports the use of location technology to help protect at-risk individuals who may wander or become missing. 

Potential projects could include wearable locator technology paired with a coordinated missing-person response program. Agencies should consider caregiver enrollment, consent and privacy procedures, dispatch protocols, and other operational requirements when developing a project. 

Next Step: Begin developing caregiver enrollment, privacy and consent, and coordinated dispatch and response protocols. 

COPS Community Policing Development Microgrants

Status: Step 2 Only
Deadline: August 24, 2026
Route: Direct 

Although the current deadline has passed, the COPS Community Policing Development Microgrants program is an important opportunity to keep on the radar for future cycles. 

The program explicitly supports demonstration and pilot projects and identifies areas such as UAS, cybercrime, analytics, and data integration. Potential projects could include drone-as-first-responder programs, violent-crime analytics, or cyber-investigations pilots. 

Agencies that submitted the required SF-424 by August 17 can proceed through the applicable Step 2 process. Other agencies can use this time to begin developing projects for a future funding cycle. 

Building a Long-Term Public Safety Funding Pipeline 

Not every strong funding opportunity is available through a direct application. Municipalities should also monitor recurring federal programs, state pass-through funding, and congressional funding opportunities when planning future technology investments. 

Edward Byrne Memorial Justice Assistance Grant (JAG)

Status: Recurring
Deadline: Varies
Route: Direct Allocation or State Pass-Through 

Byrne JAG provides broad authority for investments in equipment, information systems, technology improvements, and UAS. 

Potential local projects could include CAD/RMS improvements, digital evidence systems, drones, analytics, and interoperable technology. 

Next Step: Determine whether your municipality receives a direct allocation and contact the appropriate state administering agency regarding pass-through opportunities. 

FEMA Homeland Security Grant Program – SHSP/UASI

Status: Recurring
Deadline: State Schedule
Route: Pass-Through 

The Homeland Security Grant Program can provide funding for capabilities including interoperable communications, detection, intelligence, and cybersecurity. 

Potential projects could include fusion-center technology, interoperable communications improvements, or detection technology. 

Next Step: Begin coordinating early so potential projects can be incorporated into the appropriate state or UASI investment justification. 

FEMA State and Local Cybersecurity Grant Program

Status: Recurring
Deadline: State Schedule
Route: Pass-Through 

Cybersecurity is an increasingly important consideration as public safety agencies rely on CAD/RMS platforms, digital evidence systems, networks, and other technology infrastructures. 

Potential projects could include endpoint detection, identity security, logging/SIEM capabilities, and incident-response improvements. 

Next Step: Coordinate with municipal IT staff and the appropriate state cybersecurity planning committee to determine how proposed projects align with funding priorities. 

COPS Technology & Equipment Program 

Status: Closed / Future Pipeline
Deadline: Appropriations Cycle
Route: Congressional Designation 

The COPS Technology & Equipment Program can provide significant support for law enforcement technology, equipment, and communications projects. However, eligibility is limited to congressionally designated entities. 

Potential projects could include large-scale interoperable communications improvements or equipment modernization. 

Next Step: Begin developing project concepts and pursuing the congressional community-project request process well ahead of the next appropriations cycle. 

Plan Now for Future Funding

Whether a grant is open today or part of a future funding cycle, early preparation can put municipalities in a stronger position to compete. 

Municipalities may need to establish partnerships, document community needs, develop policies, address privacy and cybersecurity considerations, and demonstrate how a project will be sustained after grant funding ends.
