State & Local Funding Opportunities

Reminder:  Florida Resilient Florida Program: Major Funding Available for Flood Mitigation and Coastal Resilience

The Resilient Florida Program continues to provide substantial funding opportunities for communities working to address flooding, sea level rise, and long-term infrastructure resilience challenges.

Administered through the Florida Department of Environmental Protection, the program supports both planning and implementation activities aimed at helping communities prepare for climate-related impacts and protect critical infrastructure.

Eligible activities may include:

Reminder:  Massachusetts DOT FY2027 Fully Integrated Application (FIA) Now Open

The Massachusetts Department of Transportation (MassDOT) Highway Division Community Grant Group has officially opened the Fiscal Year 2027 Round 1 Fully Integrated Application (FIA) cycle through Grant Central.

Applications will be accepted from:

June 8, 2026 – August 7, 2026

The FIA process streamlines multiple transportation and infrastructure funding opportunities into a single application, allowing municipalities to apply for one or more programs simultaneously.

Eligible programs include:

  • Complete Streets Funding Program
  • Shared Streets and Spaces Program
  • Municipal Small Bridge Program
  • Community Culvert Program
  • Local Bottleneck Reduction Program

Municipalities are encouraged to begin gathering project information, cost estimates, and supporting documentation early. Communities that previously applied during FY26 but were not funded must submit a new application to be reconsidered during this funding cycle.

Projects that improve transportation safety, climate resiliency, mobility, and infrastructure condition are expected to remain highly competitive.

Reminder:  Maine Community Development Block Grant – Economic Development Program

The Maine Office of Community Development will soon begin accepting Letters of Intent for the Community Development Block Grant Economic Development Program.

The program provides gap financing for projects that create or retain jobs for low- and moderate-income residents.

Eligible activities include:

  • Working capital
  • Capital equipment
  • Business expansion
  • Job creation initiatives

Maximum Award:
Up to $100,000

Letters of Intent Begin:
July 3, 2026

Municipalities apply on behalf of eligible local businesses.

Reminder:  Connecticut Historic Restoration Fund Grants

The Connecticut Historic Restoration Fund provides financial assistance to municipalities and nonprofit organizations for the preservation and rehabilitation of historically significant buildings.

Eligible properties must be listed on the State or National Register of Historic Places and may include municipally owned buildings that serve important public functions.

Eligible projects may include:

  • Historic town halls
  • Public libraries
  • Museums
  • Community centers
  • Structural rehabilitation
  • Preservation planning
  • Architectural and engineering services

Grant Awards:
$5,000–$200,000

Match Requirement:
A one-to-one local match is required.

Application Deadline: October 30, 2026

Municipalities with aging historic facilities should consider developing projects now in advance of the application deadline.

New Hampshire Clean Diesel Program (DERA) – Funding Still Available

The New Hampshire Department of Environmental Services (NHDES) is continuing to accept applications for its Clean Diesel Program, funded through the federal Diesel Emissions Reduction Act (DERA). Approximately $640,000 in funding remains to help reduce diesel emissions across the state.

Eligible public entities, private organizations, and non-profit organizations may apply for funding to:

  • Replace eligible diesel vehicles, engines, or equipment
  • Install diesel idle-reduction technologies

The program provides reimbursement of up to 60% of eligible project costs. Applications are accepted on a rolling basis and are due by the 20th of each month, or until all available funding has been awarded.

Organizations with diesel fleets or equipment are encouraged to apply while funding remains available.

Reminder:  Vermont Clean Vessel Act Grant Program

Municipalities that own or operate public marinas, waterfront facilities, or boating access sites may be eligible for funding through Vermont’s Clean Vessel Act Grant Program.

Funding supports projects that improve water quality by providing facilities for the proper disposal of boat sewage.

Eligible projects include:

  • Pump-out stations
  • Pump-out boats
  • Waste reception facilities
  • Waste transport systems
  • Upgrades to existing equipment

Funding Available:

  • Tier 1 Projects: Up to $100,000
  • Tier 2 Projects: Up to $1 million

Local Match:
25%

The New Mexico Outdoor Recreation Division will open applications for the Trails+ Grant Program on July 1.

  • Multi-use pathways
  • Bicycle and pedestrian improvements
