For Bina Nayak, PhD, the value of water was never abstract. Growing up in Mumbai, India, she sometimes had access to running water for only an hour a day. Her family boiled tap water because treatment systems were not as robust at the time. Those early experiences gave her a lasting understanding of water as a precious resource, and of the essential role treatment plays in protecting public health.
That perspective would eventually guide Bina into a career devoted to water research and public service. Today, as Water Research Project Manager at Pinellas County Utilities, she helps evaluate contaminants, treatment options, and process improvements so utility services can remain reliable, resilient, and ready for the challenges ahead.
From Environmental Microbiology to Public Service
When Bina applied to graduate school at the University of South Florida, she faced a choice between clinical and environmental microbiology. Although she had long been interested in pathogens that cause human disease, studying those organisms in environmental settings, particularly water bodies, offered a compelling way to connect science with public health.
That choice became the foundation of a career in the water industry. Her work now centers on protecting drinking water sources from physical, chemical, and microbial contamination and supporting treatment that meets regulatory standards. It is highly technical work, but its purpose is deeply human: protecting the health of the communities utilities serve.
Research as a Way of Thinking
Bina describes research not simply as a function of her job, but as a frame of mind. It encourages people to examine a challenge from multiple directions, test possibilities, and move beyond linear or one-size-fits-all answers.

Through collaborations with academic partners and utility researchers across the country, Bina has applied that mindset to real-world utility challenges. For her, approaching a complex operational problem methodically is much like designing an experiment: define the question, evaluate the evidence, and identify solutions that can work in practice.
Why Water Research Matters
When explaining her work to someone outside the field, Bina puts it plainly: she helps protect drinking water by participating in forward-looking research on regulated and unregulated contaminants, treatment options, and process improvements.
Her wastewater research carries an equally important public-health mission. By supporting effective treatment, utilities can help prevent chemicals and microbes from entering receiving waters. Research enables utilities to respond to current concerns while preparing for future ones, strengthening the reliable and resilient services communities depend on every day.
Public Health Beyond Utility Operations
One of the most meaningful initiatives of Bina’s career began during the COVID-19 pandemic. In 2020, Pinellas County Utilities became one of the early utilities to participate in wastewater surveillance for SARS-CoV-2. Bina’s microbiology background, along with her relationships with university researchers and public-health organizations, helped sustain the utility’s involvement in the monitoring program for several years.
The effort required operators to collect and ship wastewater samples to testing laboratories, yet the resulting data did not directly inform utility operations. Instead, federal, state, and local health agencies used it to support broader public-health decision-making. That sometimes made continued participation difficult to justify internally.
Bina returned to a simple principle in the utility’s strategic plan: put people first. She framed the program as part of the utility’s responsibility to the community, even when its value extended beyond traditional operational measures. She remains proud to have contributed to the growing understanding of COVID-19 prevalence, transmission, and disease.
Building Trust Across Disciplines
Water research brings scientists, engineers, operators, regulators, public-health professionals, and community partners to the same table. Bina has learned that meaningful collaboration begins by involving the right people from the start. Early participation helps remove obstacles, address uncertainty or skepticism, and build the trust needed for everyone to invest in a project’s success.
Clear communication is just as important. Different disciplines do not always share the same terminology, so each stakeholder needs to understand the purpose of the research, their role, and the desired outcome. Bina also believes there must be room to “fail forward,” recognizing that even results that do not confirm an expected solution can produce valuable knowledge.
Making the Case for Forward-Thinking Work
One of Bina’s recurring professional challenges is demonstrating the value of research when immediate operational demands understandably command attention. Progressive studies and philanthropic projects may benefit the broader community or water profession without producing an obvious short-term return for one utility.
During those periods of uncertainty, Bina focuses on articulating how the benefits can eventually reach the utility itself. Better science, stronger partnerships, and a more informed industry ultimately support better decisions. Her persistence reflects an important kind of leadership: protecting space for long-term thinking while respecting the realities of day-to-day service.
Preparing for PFAS and Microplastics
Looking ahead, Bina is especially interested in the evolving science surrounding PFAS and microplastics. Both present complex questions involving detection methods, potential regulation, human-health effects, and environmental impact. PFAS adds layers of chemical complexity, while microplastics pose challenges related to particle size and distribution.
Those scientific nuances can create a disconnect between subject-matter experts and the public. Bina sees an urgent need to bring those perspectives closer together, so communities can pursue solutions that are protective of public health and the environment while remaining practical and financially feasible.
Inspiring the Next Generation
Bina finds deep personal satisfaction in encouraging students and young professionals to enter the water industry. For those considering careers in water research, environmental science, or public service, she emphasizes the honor and fulfillment that come from serving communities and teaching future generations to value water.
Her own goals reach well beyond individual research projects. Through volunteer work with water-industry organizations, she hopes to attract more students and young professionals to the field and contribute to educational resources, including conferences, fact sheets, manuals, and books.
