Supporting Municipal Website Readiness Ahead of the Title II Compliance Deadline

The timing was critical, not only to ensure a smooth transition, but also to support long-term compliance with the U.S. Department of Justice’s new Title II rule, which requires public entities to make all web content accessible to individuals with disabilities by 2026.

  • Eliminate broken links, unnecessary PDF uploads, or accessibility issues
  • Draft new language or guidance where needed

Our team worked in tandem with CivicPlus to ensure that as the platform migration moved forward, Berlin would be ready to move content into a cleaner, more manageable structure.

Accessibility as a Shared Responsibility

As the Title II web accessibility compliance deadline draws closer, many towns are realizing the importance of having a website that not only functions well but also meets WCAG 2.1 AA standards. For Berlin, we helped ensure that all new and legacy content followed basic best practices for accessibility, including:

  • Proper heading hierarchy and semantic formatting
  • Plain language edits for readability
  • Alt text guidance for images and graphics
  • PDF remediation tips or alternatives
  • Form usability and link accessibility improvements

We also reinforced the importance of ongoing accessibility stewardship, meaning each committee and department now has a clearer understanding of their role in keeping content ADA-compliant long after the migration is complete.
