Heather brings more than 17 years of experience in municipal administration to CSS, with a strong background in strategic planning, budget management, infrastructure coordination, and community engagement. Throughout her career, she has consistently helped municipalities navigate complex challenges while delivering practical, long-term solutions that strengthen local government operations and community services.
Prior to joining CSS, Heather served as Town Manager for the Town of Lunenburg, Massachusetts, where she managed multi-million-dollar municipal budgets, secured significant grant funding opportunities, and led critical infrastructure initiatives designed to improve public safety and enhance community services. Her leadership helped position the Town for long-term operational and financial success while supporting the evolving needs of residents and municipal departments.
Heather also served as Town Administrator for the Town of Barre, Massachusetts, where she modernized municipal policies and procedures, developed the community’s first Capital Improvement Plan, and oversaw the successful construction of a $3 million public safety building. Her ability to manage large-scale municipal projects while balancing operational priorities and stakeholder needs has made her a trusted resource for communities across Massachusetts.
In addition to her municipal leadership experience, Heather has extensive experience collaborating with state and federal legislators, building partnerships with local businesses and organizations, and guiding municipalities through strategic planning and operational improvements. Her collaborative approach, attention to detail, and strong understanding of municipal operations allow her to support clients facing a wide range of organizational, financial, and infrastructure-related challenges.
