The Town of Millbury is seeking a qualified candidate for the position of Building Inspector/Zoning Commissioner. This role involves professional, technical, and inspectional work focused on enforcing and interpreting the Massachusetts Building Code, Town Zoning By-laws, and other applicable state and local regulations related to building construction and design.

About the Role
Primary Purpose
Professional, technical, and inspectional work related to the enforcement and interpretation of the Massachusetts Building Code, the Town Zoning By-laws and other applicable codes and provisions of the Massachusetts General Laws relating to building construction and design; other related work, as required.
Essential Duties and Responsibilities
The essential functions or duties listed below are illustrations of the type of work that is performed. Reviews applications and plans and issues building permits; responds to questions and aids applicants. Responsible for interpreting and enforcing the Massachusetts Building Code and provisions of the Massachusetts General Laws and the Town Zoning By-law; conducts inspections of all buildings under construction or renovation; investigates complaints and responds to violations; issues enforcement orders for violations; enforces handicapped accessibility regulations. Conducts annual inspections of public buildings, churches, and liquor establishments. Assists the public with interpretation of the State Building Code, Town Zoning By-law and other pertinent rules and regulations.
Provides information and assistance to the Board of Selectmen, Zoning Board of Appeals and other departments. Performs other similar or related duties, as required.
Supervisory Responsibilities
Supervises a head clerk, Assistant Building Inspector, one per diem building inspector, for coverage purposes and electrical, gas, and plumbing inspectors.
Work Environment
Some work is performed in office conditions; inspection and site investigation work are performed in the field, with exposure to variable weather conditions, loud noise and the hazards associated with construction sites, including exposure to potentially dangerous materials; the workload fluctuates according to construction activity and other events; attends meetings of Town boards; on call to respond to emergencies. The employee operates standard office equipment, an automobile, and inspection tools. The employee has ongoing contact with the public, Town departments, and state agencies.
The employee has access to criminal investigation records and legal proceedings.
Errors could result in damage to property, personal injury, delay or loss of service, monetary loss, or legal repercussions. 24 hours on call status for emergencies.
Qualifications and Requirement
Education and Experience
High school diploma and advanced technical training; five years of experience in the supervision of building construction or design; Massachusetts Construction
Supervisor’s License; Bachelor’s Degree in a related field desired; or an equivalent combination of education and experience.
Additional Requirements
State Certification as a Building Inspector/Building Commissioner
Valid Massachusetts motor vehicle operator’s license
Knowledge, Ability, and Skill
Thorough knowledge of the materials, methods and equipment used in building construction; knowledge of the Massachusetts Building Code, and other applicable state statutes, rules and regulations; general knowledge of the accepted requirements for building construction, including plumbing, electrical, mechanical and fire prevention. Ability to enforce regulations firmly, tactfully and impartially; ability to interact appropriately with the general public and members of the building community; ability to communicate effectively in written and oral form; ability to read and interpret blueprints, drawings and plans, Massachusetts General Laws and other regulations.
Strong communication and public relations skills; planning and organizational skills.
