The State of Massachusetts Office of Grants and Research (OGR) will make approximately $2,300,000 from the Byrne State Crisis Intervention Program (Byrne SCIP) federal grant award available for municipalities to competitively solicit funding to prevent or reduce gun violence in the Commonwealth. The Byrne SCIP provides formula funds to implement state crisis intervention proceedings and related programs, including, but not limited to, extreme risk protection order programs that work to keep guns out of the hands of those who may pose a threat, court-based initiatives related to mental health, veterans services and related gun violence reduction plans.

 Law enforcement applicants are required to submit five narratives: 1) Needs Assessment; 2) Project Description (these may be up to three pages); 3) Research and Evaluation; 4) Implementation Plan/Timeline (one page limit), and 5) Budget Narrative. Sub awards may go to fire departments, schools, and non-profits. All proposed activities and services must have a gun-violence prevention or gun-violence reduction component while focusing on intervention. Program development should achieve geographic diversity, highlight strategic priorities, past performance, and available funding.  Smaller communities are encouraged to apply.

Awardees will be notified in October and may receive up to $150,000 over 12 months with a possibility of a continuation award. Online applications are due by Friday, August 16, 2024, by 4 p.m. Applicants must be an authorized official, such as a Police Chief, Mayor, Executive Director or Town Manager.
