Capital Strategic Solutions is very excited to welcome Sarah Pawluczonek to our team as a new Senior Project Manager. Sarah’s experience in public works, specifically with utility billing, accounts payable, along with government administration, makes her an expert at managing and maintaining utility and billing systems. She excels at problem solving, timely reporting, and building consensus among stakeholder groups. Her insight into complex problems is unparalleled, and we are grateful to be able to share her abilities with our clients.
Sarah joins us from her position as Wastewater Administrator for the Town of Wayland and her previous role as a utility billing consultant for Weston Department of Public Works. As wastewater administrator, Sarah operates MUNIS Financials software for all utility billing and accounts payable. She oversees wastewater capacity permitting and tracking and performed annual rate studies. Sarah works closely with multiple stakeholders to support operations and lead collaborative problem-solving efforts within her department. This is best exemplified by her work in Wayland and Weston working on the automated meter reading project where she plays an integral role in the administrative tasks of the project.
Sarah has a deep understanding of the many moving parts that make up utilities. As a utility billing consultant, Sarah flexes her other skills and is able to use her analytical thinking to manage and monitor complex software and utility systems. From the multiple types of integrated software platforms, to the physical hardware, and the work done by technicians, Sarah understands and evaluates the many parts of utility billing systems. This knowledge informs her problem-solving process so she can evaluate large amounts of data, identify where the problem is, how it came about, and the options available to resolve it.

Sarah has also trained staff on the multiple processes and procedures in utility billing, including miscellaneous billing, customer management, Demand and Lien Process, bill adjustments, rates, and reporting. Her philosophy when it comes to training prioritizes teaching not only the ‘how’, but also the ‘why.’ Her training skills coupled with her ability to write custom training manuals tailored to each system, set departments and their employees up for success.
