Mary Ellen’s extensive expertise in municipal finance, administration, and grant writing combined with her state and municipal experience and her passion for governance makes her a financial powerhouse. She has a collaborative work ethic that builds an environment of trust and brings people together.
Prior to joining CSS, Mary Ellen was the Chief Financial Officer for the City of Framingham, working for the community for years as a town, and overseeing its transition to a city. As the Chief Financial Officer and Director of Administration and Finance Mary Ellen developed and managed a $450 million annual operating budget, created the city’s Capital Improvement Plan, and successfully sought out and managed grants and federal funding. Mary Ellen is able to wear multiple hats and jump into new projects with an ease that ensures continuity of services. As Framingham transitioned into a city, she provided her keen insight into the reorganization of departments and senior positions. Her expert insight and willingness to make adjustments created a productive organization that was able to successfully fill positions with qualified candidates.
Before her time in Framingham, Mary Ellen worked for several state government bodies including the Registry of Motor Vehicles, the Massachusetts Parole Board, and the Senate Ways and Means Committee in roles like Chief Financial Officer, Budget Director, and Senior Analyst. Each of these roles expanded her grasp of complex governmental financial strategies. Mary Ellen can combine her knowledge of state finance with municipal finance to easily take initiative and problem-solve.

Mary Ellen has her Masters of Business Administration and Certificate in Government Auditing from the University of Massachusetts Boston. She also has a Certificate in Municipal Leadership and Management from Suffolk University and has received her School Business Administrator License from the Massachusetts Department of Education. Coupled with her membership of the Massachusetts Government Finance Officers Association and the Association of Government Accountants, Mary Ellen keeps her finger to the pulse of municipal finance needs and procedures.
