Municipal Stormwater Communications

Managing stormwater is about more than infrastructure. It also requires helping residents, businesses, property owners, and other community stakeholders understand the role they play in protecting local waterways.

For municipalities operating under Municipal Separate Storm Sewer System (MS4) requirements, public education and outreach are important components of a comprehensive stormwater management program. From proper lawn care and pet waste disposal to winter deicing and septic system maintenance, everyday activities can have a direct impact on stormwater quality.

At Capital Strategic Solutions (CSS), we help municipalities and regional organizations transform stormwater education into clear, consistent, and engaging public communications. Through strategic messaging, graphic design, social media management, campaign development, and performance tracking, CSS supports communities in keeping stormwater education visible throughout the year.

Making Stormwater Education Accessible

Stormwater management can be a technical subject, but effective public outreach should not feel technical.

Residents may not be familiar with terms such as illicit discharge, nonpoint source pollution, or best management practices. They do, however, understand the connection between actions they take at home and the health of their community when that information is presented clearly.

CSS develops public-facing content that translates stormwater topics into practical actions audiences can understand and use. Rather than relying on occasional reminders, we help create consistent educational campaigns that address relevant topics throughout the year.

Regional Outreach

Supporting Regional MS4 Outreach

CSS's work with Think Blue Connecticut River and the Central Massachusetts Regional Stormwater Coalition (CMRSC) demonstrates how coordinated communications can support MS4 education across multiple communities.

For both regional initiatives, CSS develops and manages ongoing social media outreach designed to keep stormwater education in front of the public throughout the year. Content is adapted for different platforms and audiences while maintaining consistent messaging around pollution prevention and responsible stormwater practices.

These campaigns also allow messaging to reach beyond residential audiences. Educational content can address the roles of businesses, industrial facilities, contractors, property owners, and other groups whose activities may affect stormwater and local waterways.

A regional approach provides participating municipalities with consistent, professionally developed educational materials while reinforcing shared environmental goals across community boundaries.

Just as importantly, ongoing performance tracking allows outreach efforts to be evaluated over time. Reviewing metrics such as reach and engagement helps identify which topics are connecting with audiences and provides valuable information for shaping future communications.

Effective stormwater outreach turns complex requirements into practical information people can understand — and actions they can take.

01 Local Communications

Bringing MS4 Outreach to Individual Communities

CSS's MS4 communications experience also extends directly to individual municipalities.

CSS currently supports the Town of Westminster Department of Public Works with MS4 social media outreach, developing educational content that helps communicate stormwater best practices directly to residents.

CSS has also provided MS4 social media outreach for the Town of Sudbury Department of Public Works, creating public-facing educational content around stormwater pollution prevention and the everyday actions residents and other audiences can take to protect local waterways.

These partnerships demonstrate the flexibility of an effective MS4 communications program. While regional coalitions can provide coordinated messaging across numerous communities, municipality-specific outreach allows stormwater education to be delivered directly through trusted local communication channels.

In both approaches, the goal remains the same: make stormwater education understandable, relevant, and easy to act on.

Beyond Stormwater

Extending Environmental Outreach Beyond MS4

The strategies that make MS4 outreach effective can also support other municipal environmental priorities.

CSS recently worked with the Town of Hopkinton Water & Sewer Department on a comprehensive Water Conservation Education Program designed to encourage sustainable water use throughout the year. The initiative incorporated a Residential Water Conservation Education Plan, reusable outreach resources, website content, social media campaigns, educational materials, targeted customer communications, and community engagement.

While water conservation and MS4 compliance serve different purposes, both depend heavily on effective public education. Regulations, infrastructure, and municipal programs can only go so far without residents understanding why an issue matters and what they can do to help.

Hopkinton's program demonstrated how consistent messaging across digital, print, and in-person channels can turn a complex environmental issue into practical information residents can use in their everyday lives.

Meet residents where they are. Make the information understandable. Provide clear actions that contribute to a larger community goal.

A Year-Round Approach

Building Stronger MS4 Communications

Effective MS4 outreach is not achieved through a single post, graphic, or annual reminder. It requires consistent communication that keeps stormwater protection relevant throughout the year.

CSS combines municipal experience with communications strategy to help communities develop outreach that is informative, approachable, and adaptable across audiences and platforms. From regional programs such as Think Blue Connecticut River and CMRSC to municipal MS4 outreach in Westminster and Sudbury, our work helps communities turn complex stormwater topics into practical messages residents can understand.

Our work in Hopkinton further demonstrates how these communication strategies can support environmental initiatives beyond stormwater—helping municipalities educate their communities, encourage meaningful action, and build greater awareness around the resources everyone shares.

Through thoughtful planning, engaging content, and consistent public education, CSS helps municipalities strengthen their environmental outreach while building informed and engaged communities.
