Communities across Massachusetts have a new financing tool to help move critical infrastructure projects from planning to construction.

The Commonwealth recently launched Build for Mass , a municipal infrastructure lending program offering flexible, low-interest financing to cities and towns. Administered by MassDevelopment, the program can help municipalities bridge funding gaps, maximize federal funding opportunities, and advance projects that improve residents’ quality of life.

The program launches with $75 million in revolving loan funding to help municipalities advance priority projects.

How It Can Help a Municipality

Build for Mass includes two financing options:

Financing Option 01

General Loan Program

Low-interest financing for federally supported projects, including economic development, transportation, clean energy, climate resilience, and other critical municipal infrastructure improvements.

Financing Option 02

Green Loan Program

Bridge financing for municipal clean energy projects eligible for the federal Direct Pay program, helping communities cover upfront costs while awaiting federal tax-credit reimbursement.

Build for Mass may support a wide range of municipal infrastructure and sustainability priorities, including:
