Strengthening Municipal Workforce Planning

Attracting and retaining talented municipal employees remains one of the most significant challenges facing local governments today. As communities compete for skilled professionals across a wide range of disciplines, maintaining a competitive and equitable compensation structure has become increasingly important.

To help address these challenges, the Town of Walpole partnered with Capital Strategic Solutions (CSS) to complete a comprehensive Compensation Study focused on evaluating compensation competitiveness and supporting long-term workforce planning. The study reviewed approximately fifteen municipal positions and provided Town leadership with valuable data and recommendations to support informed decision-making.

A Data-Driven Review

The completed study provided Walpole with a detailed assessment of its compensation structure through benchmarking and market analysis. CSS evaluated salaries against comparable municipalities, helping the Town better understand its position within the regional labor market and identify opportunities to strengthen recruitment and retention efforts.

Using municipal compensation data and industry best practices, the project delivered a clear picture of current market conditions and offered actionable insights that support both workforce competitiveness and fiscal responsibility.

Supporting Recruitment and Retention Goals

Municipal employees play a critical role in delivering the services residents rely on every day. Competitive compensation helps communities attract qualified candidates, retain experienced staff, and maintain organizational stability.

Through this study, Walpole gained valuable information regarding compensation trends, market competitiveness, and workforce planning strategies. The completed analysis provides Town leadership with a strong foundation for evaluating future compensation decisions and ensuring the Town remains competitive in an evolving employment market.

As municipalities continue to face workforce shortages and increased competition for talent, studies like this provide critical tools for supporting long-term organizational success.

“Competitive compensation is essential to building and sustaining a strong municipal workforce. It enables communities to attract qualified professionals, retain experienced employees, and continue delivering the high-quality services residents expect. We were honored to partner with the Town of Walpole on this important project and provide the data-driven insights that will help guide thoughtful, strategic workforce decisions for years to come.”

This practical understanding allowed CSS to deliver recommendations tailored specifically to Walpole’s needs while maintaining a focus on transparency, sustainability, and long-term workforce planning.

Investing in the Future

Compensation studies are about more than salary comparisons. They provide municipalities with the information needed to create equitable compensation structures, support employee retention, and strengthen organizational effectiveness.

The Town of Walpole’s commitment to conducting this study reflects a proactive approach to workforce management and municipal leadership. By investing in a comprehensive review of compensation practices, the Town has positioned itself to make informed decisions that support employees while maintaining responsible fiscal stewardship.
