Paul brings decades of public works and municipal management experience to CSS, with extensive expertise in capital improvement planning, project management, public works operations, financial planning, and organizational leadership. Throughout his career, he has helped communities navigate complex infrastructure challenges while improving operational efficiency and strengthening long-term planning efforts.
Most recently, Paul served as Director of Public Works for the Town of Plainville, Massachusetts, where he successfully guided the consolidation and professionalization of the department. His leadership focused on creating a cohesive internal management structure capable of effectively responding to both everyday operational demands and large-scale municipal projects. By strengthening organizational processes and fostering collaboration, Paul helped position the department for long-term success.
Prior to his role in Plainville, Paul served as Director of Capital Project Management and Director of the Highway & Sanitation Division for Framingham Public Works. These leadership positions provided him with valuable experience managing capital improvement programs, overseeing complex public works operations, and coordinating infrastructure projects that directly impacted residents and community services.
Paul’s diverse background across multiple areas of public works gives him a unique perspective when helping municipalities develop capital improvement plans, manage infrastructure investments, evaluate policies, and strengthen organizational performance.
