Helping the Town of Wrentham Build a Roadmap for the Future
Capital Strategic Solutions (CSS) was proud to partner with the Town of Wrentham to support the development of a comprehensive Strategic Plan focused on guiding municipal decision-making, strengthening organizational alignment, and establishing a long-term framework for future priorities and initiatives.
Recognizing the importance of proactive planning, the Town sought a collaborative process that would help align municipal goals, identify operational priorities, and create a clear vision for the future. The resulting Strategic Plan was designed to serve as a practical roadmap to support future decision-making, budgeting, service delivery, and organizational planning over the next several years.
CSS worked closely with Town leadership to facilitate a strategic planning process that emphasized communication, stakeholder engagement, and practical implementation. The project brought together Town officials, Department Heads, and Select Board members through a series of collaborative workshops and planning discussions designed to identify priorities, evaluate organizational needs, and build consensus around both short- and long-term goals.
Collaborative Municipal Leadership & Strategic Planning Support
The project was led by Senior Project Manager Bill Keegan, whose more than 40 years of municipal government experience brought extensive expertise in strategic planning, municipal operations, organizational development, finance, and community collaboration to the initiative. Bill guided the strategic planning process, facilitated workshops and stakeholder discussions, and worked closely with the Town Manager and Select Board to help shape the overall direction and framework of the plan.
Supporting the initiative was Project Manager Clara Pereira, who assisted with the development of planning materials, workshop resources, stakeholder engagement support, and the compilation, organization, and formatting of the final Strategic Plan document.
Together, the CSS project team worked to create a strategic planning process that was collaborative, transparent, and grounded in municipal best practices while remaining tailored to the unique needs and priorities of the Wrentham community.
Project Scope & Strategic Planning Process
The strategic planning initiative included:
- Review and assessment of existing municipal planning and operational documents
- Coordination of a strategic planning kickoff meeting with Town leadership
- Facilitation of workshops with Department Heads, Town officials, and Select Board members
- Identification of operational priorities and long-term strategic themes
- Development of strategic goals and organizational focus areas
- Drafting and refinement of the Strategic Plan framework
- Compilation and formatting of the final Strategic Plan report
- Presentation and review of the plan with Town leadership
Throughout the project, CSS focused on creating a process that encouraged collaboration and consensus-building while ensuring the final Strategic Plan remained practical, achievable, and reflective of the Town’s operational realities and community priorities.
