Michael brings more than 25 years of experience in municipal management, government operations, legislative affairs, and economic development to CSS. Throughout his career, he has demonstrated a proven ability to lead organizations through complex challenges while strengthening municipal operations, improving financial stability, and advancing community priorities.
Michael’s municipal leadership experience includes serving as Town Administrator for both Holbrook and Shirley, Massachusetts, where he oversaw all municipal departments, managed multi-million-dollar budgets, and guided strategic initiatives designed to improve services and strengthen organizational performance. His collaborative leadership style and commitment to transparency helped build trust among elected officials, staff, residents, and community stakeholders while advancing key municipal goals.
Prior to his work in local government, Michael served as Assistant City Manager for the City of Lowell, Massachusetts, the Commonwealth’s fifth-largest city. In this role, he helped oversee a $350 million operating budget, supported major infrastructure investments, and implemented fiscal and operational improvements that enhanced service delivery and strengthened long-term financial management.
Throughout his career, Michael has successfully secured grant funding, advanced economic development initiatives, and led projects that have delivered lasting benefits to the communities he served. His accomplishments include securing approximately $2.5 million in state grants, generating significant municipal revenue through innovative initiatives, leading public safety and infrastructure planning efforts, and supporting major economic development projects involving nationally recognized organizations and employers.
Michael is also recognized for his expertise in municipal finance and governance. He has successfully implemented budget reforms, stabilized municipal finances, addressed structural funding challenges, and developed strategies that improved long-term fiscal sustainability. His ability to combine strategic planning with practical implementation has helped communities achieve meaningful results while positioning themselves for future growth.
