Senior Project Manager | Capital Strategic Solutions
Strong communities are built through thoughtful leadership, sound financial management, and a clear vision for the future. At Capital Strategic Solutions, those qualities are exemplified by Bill Keegan, Senior Project Manager.
Bill brings more than 40 years of municipal government experience to CSS, with an accomplished career spanning executive leadership, financial management, strategic planning, organizational development, and regional collaboration. Throughout his career, he has helped municipalities navigate complex challenges while building strong foundations for long-term success.
Bill served as Town Manager for both Foxborough and Dedham, Massachusetts, where his leadership and financial stewardship helped each community achieve the prestigious Triple-A Bond Rating. This distinction reflects not only strong financial management but also a commitment to long-term planning, fiscal stability, and responsible governance. His ability to align operational priorities with financial goals has helped communities maintain high-quality services while preparing for future opportunities and challenges.
In addition to his municipal leadership experience, Bill has held numerous influential leadership positions throughout the Commonwealth. He served as President of the Massachusetts Municipal Managers Association and played key roles with the Massachusetts Interlocal Insurance Association and the Southeastern Massachusetts Regional Emergency Communications Center. These positions allowed him to collaborate with municipal leaders across Massachusetts and contribute to initiatives that strengthened local government operations on both regional and statewide levels.
A recognized leader in strategic planning, Bill has helped municipalities develop comprehensive plans that establish clear priorities, engage stakeholders, and create actionable roadmaps for the future. His ability to guide communities through visioning processes, organizational assessments, and long-range planning initiatives has helped local governments build consensus, align resources, and achieve meaningful results.
Bill holds a Master’s Degree in Regional Planning from the University of Massachusetts Amherst and has been recognized by the International City/County Management Association for his distinguished service to local government. His extensive experience, thoughtful leadership style, and commitment to public service make him a trusted advisor for municipalities seeking innovative and sustainable solutions.
“Bill’s career is a testament to the impact that thoughtful leadership, strategic planning, and sound financial management can have on a community.
