Patti Grigas, Capital Strategic Solutions

Patti Grigas brings over 30 years of law enforcement experience to her role at CSS, with expertise in public safety policy, strategic planning, and officer training. She played key roles such as a commander at the Framingham Police Department, where she innovated evidence management and served as a media spokesperson. Her background includes overseeing professional standards, hiring, and internal investigations, as well as earning notable certifications, including from the FBI National Academy. Patti champions continuous professional development in law enforcement, emphasizing its importance for adapting to societal shifts and enhancing policing strategies. At CSS, she will provide specialized advice and training to law enforcement, working closely with command staff on strategic action plans and long-term goals.

Tom Peine, CASEGUARD

Tom Peine is a communications and public information professional with a career that spans banking, enterprise software, public safety, and government affairs.

Originally from Germany, Tom began his career in finance before moving into software sales, where he led teams and managed global accounts. After relocating to the United States in his mid-30s and becoming a naturalized citizen, he made an unconventional pivot, joining the Pima County Sheriff’s Department in Arizona. He served for nearly a decade, first as a patrol deputy, then as a detective and department spokesperson.

Following his time in law enforcement, Tom held public affairs roles in Oregon before moving to Germany, where he joined the U.S. Army’s 7th Army Training Command as a Public Affairs Specialist. He later returned to the U.S., taking on communications roles in Texas before settling in Massachusetts.

Today, Tom works as a Regional Sales Executive at CaseGuard, where he helps public sector agencies enhance their processes for handling redaction, public records, and compliance workflows through AI-driven automation. His work is grounded in decades of public service, cross-sector experience, and a commitment to clarity, trust, and operational integrity.

Christine Townsend, PIO Toolkit

Christine Townsend is an internationally recognized strategic communications expert with more than 30 years of experience across journalism, policing, and government communications. She specializes in crisis communication, media strategy, and community engagement, helping public sector organizations build trust and navigate complex, high-stakes situations. Christine is the founder and editor-in-chief of PIO Toolkit, a global platform supporting government communicators, and has trained agencies worldwide in effective public engagement strategies. Her career includes serving as Director of Communications for the City of London Police, where she led communications for major international events and critical incidents, and advising government and public safety organizations across the U.S., U.K., and beyond.
